The site is located on the <br /> south side of State Route 12/88, 350 feet east of Sierra Drive, <br /> east of Lockeford. <br /> The Development Services Division has reviewed this item and offers <br /> the following comments: <br /> Roadways Policy No. 8 : <br /> Roadways Policy No. 8 of the General Plan states that the County <br /> shall maintain a Level of Service no lower than "D" at all <br /> intersections and on State highways. Caltrans has indicated that <br /> this project may result in LOS "E" on State Route 12/88 through <br /> Lockeford. Therefore, prior to approving this project, a traffic <br /> study is required to . determine whether or not this project will <br /> result in levels of service lower than LOS "D" . Caltrans, the <br /> Department of Public Works, and the Development Services Division <br /> have given Flecker Associates the requirements of the traffic <br /> study. This study will also be used for future subdivision <br /> applications on this site and the site to the west. <br /> General Plan Policies Specific to Lockeford: <br /> Policy No. 1 states, "No significant expansion of the growth area <br /> for the Lockeford community shall occur until solutions to the <br /> congestion on State Route 12/88 have been developed and <br /> implemented. " <br /> Approximately 270 acres of undeveloped land is designated for <br /> residential growth on the General Plan for Lockeford. This <br /> proposal to add 19 acres represents a seven percent (7%) expansion <br /> of that residential growth area. <br />
