Roadways Policy No. 8 of the General Plan states that the County shall maintain a level of service no <br /> lower than "D" at all intersections and on state highways. A time line study concluded that this project <br /> will not result in levels of service worse than "D" on State Route 12/88, or overall levels of service worse <br /> than "D" on the intersections of affected county roads and State Route 12/88. This project is therefore <br /> consistent with Roadways Policy No. 8. <br /> Of General Plan policies specific to Lockeford, Policy No. 1 states that "no significant expansion of the <br /> growth area for the Lockeford community shall occur until solutions to the congestion on State Route <br /> 12/88 have been developed and implemented.' <br /> This proposal will increase the Lockeford community area by 2.3 percent and is not considered to be a <br /> significant expansion. This proposal represents the last 19 acres of developable land bounded by State <br /> Route 12/88 and the railroad and is the extension of the approved but not yet constructed Lockeford Vista <br /> subdivision. <br /> The Planning Commission heard this matter at its meeting of June 3, 1993. At the meeting, Ron Stein, <br /> attorney for the applicant, and Jonathan Flecker, traffic consultant for the applicant, spoke in favor of the <br /> project. Bruce Blodgett, representing the San Joaquin Farm Bureau, spoke in opposition.
