Before a Quarry Excavation application may be accepted for <br /> processing, the applicant must submit information to document <br /> that the project qualifies as a Quarry Excavation under <br /> Section 9-2241 . <br /> Site Plan: <br /> 1 . The Certified Site Plan shall include cross-sections covering <br /> the entire width and length of the area to be excavated, <br /> including all three proposed phases . Include existing and <br /> post-excavation elevations and depth to groundwater . <br /> 2 . Include locations and the cross-section details , if appli- <br /> cable , for all easements and irrigation features . <br /> 3 . Locate stockpile sites . No stockpiling is permitted within <br /> 25 feet of any property lines (Section 9-2244 (b) ) . Property <br /> lines and excavation boundaries shall be located and shown in <br /> cross-sectional detail . <br /> 4 . Final elevations within 25 feet of any property boundary <br /> shall be equal to or greater than the abutting property <br /> unless the elevation prior to excavation is less than that of <br /> the abutting properties, in which case the differential shall <br /> not be increased (Section 9-2244 ( 1) ) . <br /> 5 . Provide details and the location of the access road, in <br /> accordance with Section 9-2244(c) of the Planning Title . <br /> Also provide the same information for haul routes, including <br /> any proposed crossing over the Mokelumne River and routes to <br /> the processing plant . <br /> 6 . Provide drainage details as required by the Department of <br /> Public Works, including setback distances from the river and <br /> any additional proposed flood control measures. <br /> Operational Statement : <br /> 1 . A full description of the quarry operations and all pro- <br /> cessing of rocks, sand, gravel , and gold is required. <br /> Details of all equipment and facilities used should be <br /> included. <br /> 2 . The Operational Statement shall include , but not be limited <br /> to, a discussion of sedimentation, erosion and dust control <br /> measures, weed control , fencing and screening details, <br /> ponding, site rehabilitation, and performance guarantee . <br />
