Before a Quarry Excavation application may be accepted for processing, the applicant must submit information to document that the project qualifies as a Quarry Excavation under Section 9-2241 . Site Plan: 1 . The Certified Site Plan shall include cross-sections covering the entire width and length of the area to be excavated, including all three proposed phases . Include existing and post-excavation elevations and depth to groundwater . 2 . Include locations and the cross-section details , if appli- cable , for all easements and irrigation features . 3 . Locate stockpile sites . No stockpiling is permitted within 25 feet of any property lines (Section 9-2244 (b) ) . Property lines and excavation boundaries shall be located and shown in cross-sectional detail . 4 . Final elevations within 25 feet of any property boundary shall be equal to or greater than the abutting property unless the elevation prior to excavation is less than that of the abutting properties, in which case the differential shall not be increased (Section 9-2244 ( 1) ) . 5 . Provide details and the location of the access road, in accordance with Section 9-2244(c) of the Planning Title . Also provide the same information for haul routes, including any proposed crossing over the Mokelumne River and routes to the processing plant . 6 . Provide drainage details as required by the Department of Public Works, including setback distances from the river and any additional proposed flood control measures. Operational Statement : 1 . A full description of the quarry operations and all pro- cessing of rocks, sand, gravel , and gold is required. Details of all equipment and facilities used should be included. 2 . The Operational Statement shall include , but not be limited to, a discussion of sedimentation, erosion and dust control measures, weed control , fencing and screening details, ponding, site rehabilitation, and performance guarantee .
