San Joaquin County <br /> Department of Planning <br /> July 16, 1990 <br /> Page 2 <br /> currently zoned R-1-10 and sits atop a knoll approximately <br /> 50 feet above the site. It is my understanding that a <br /> formal application for a Tentative Map has been filed and <br /> that the application has been deemed complete and that the <br /> San Joaquin County Planning Department has reviewed the <br /> application. Accordingly, we comment on the above DEIR as <br /> follows: <br /> 1. Land Use -- The proposed quarry site is <br /> immediately adjacent to the proposed Oak Ridge Estates <br /> Major Subdivision which proposes a density of 38 <br /> residential lots. The proposed land use is consistent with <br /> the existing General Plan designation of Low Density 1 <br /> Residential. The DEIR incorrectly states at page 95 that, <br /> "No application has been submitted for development on this <br /> particular parcel . " The DEIR should accurately and <br /> adequately address the residential and resource recovery <br /> land use conflicts as propc3ed by the quarry site. <br /> The DEIR, at page 96, states that because of <br /> the proposed site' s proximity to existing residential and <br /> commercial uses, and to the proposed residentially zoned <br /> uses, that the quarry site would be inconsistent with the <br /> guidelines of the Draft General Plan which state that land <br /> uses should be appropriately located to be compatible with <br /> their surroundings. Moreover, at page S-6, the DEIR <br /> reflects that the use of the proposed site for resource <br /> extraction would be a long-term use that would be 2 <br /> incompatible with the existing uses, and the residentially <br /> zoned areas within the town of Clements, and, accordingly, <br /> this impact would be considered significant and <br /> unmitigatable. However, in the Summary of Impacts and <br /> Mitigations, and also in the Mitigation Monitoring Program <br /> section, the .DEIR reflectsthat the mitigations for "noise" <br /> and "visual resources" would reduce the land use impacts to <br /> a level of insignificance after mitigation. This is a <br /> categorical inconsistency. <br /> 2 . Visual Resources -- The DEIR confirms that <br /> the proposed quarry site impacts the existing pastoral view <br /> corridors for the residents of Clements with respect to the <br /> existing and planned residential and commercial areas which 3 <br /> lie above the project site. These undesirable views would <br /> include excavation machinery, transport trucks and land <br /> form changes such as the proposed overburden mounds and <br /> landscape depressions following extraction.
