San Joaquin County <br /> Department of Planning <br /> July 16, 1990 <br /> Page 3 <br /> mitigation is to create alternate view corridors with the <br /> planting of Evergreen trees or similar landscape materials. <br /> The proposed mitigation is intended to help block views of <br /> the quarry activities and site. The proposed mitigation <br /> also provides that the excavation be phased to start at the <br /> base of the knoll to allow multiple years of plantings <br /> growth for the outlying areas . This impact cannot be <br /> reduced to a level of insignificance by new plantings which <br /> are not quantified and are not depicted by any graphic to <br /> provide a specific plan. On a corollary, the DEIR at <br /> page 135, proposes a physical noise barrier at the top of <br /> the bluff and in front of the residences which are <br /> anticipated to be affected by the noise of the proposed <br /> quarry site. This barrier would eliminate the option of or <br /> necessity to protect the view corridor(s) at all . <br /> On a separate note, the project description <br /> and presentation in the DEIR consistently refers to the <br /> phasing concept which would provide mitigation by <br /> processing the excavation in a gradual movement across the <br /> face of the site and restoring the land as the percentage <br /> resources are utilized. However, at page S-1, the Summary <br /> indicates that the proposed project would involve two <br /> phases over an estimated ten-year period of operation. <br /> Therefore, the visual resource impact would not necessarily <br /> be mitigated on an ongoing basis. These conflicting <br /> statements are confusing without a phasing schedule and a <br /> specific mitigation plan which requires that a percentage <br /> of mitigation be connected with each phase or percentage of <br /> impact. <br /> 3 . Air Ouality -- The DEIR documents that <br /> sources of air emissions from the proposed project would <br /> potentially impact air quality as a result of fugitive dust <br /> emissions which are associated with aggregate extractions <br /> and transportation. The proposed mitigation measures <br /> include a recommendation that the applicant conform to the <br /> requirements specified under the San Joaquin County Air 4 <br /> Pollution Control District ' s Proposed Regulation No. VIII. <br /> This new APCD regulation relates to fugitive dust and was <br /> proposed in January of 1990. The purpose of the proposed <br /> regulation is to reduce the amount of particulate matter <br /> entrained in the ambient air as a result of emissions <br /> generated from fugitive dust sources. The DEIR documents <br /> that the requirement to comply with the new regulation <br /> would, in turn, require mitigation measures that would <br />
