San Joaquin County <br /> Department of Planning <br /> July 16, 1990 <br /> Page 5 <br /> 5. Transportation -- The DEIR Summary states <br /> that there is no significant environmental impact regarding <br /> transportation. However, the Summary of Capacity Analysis, <br /> Table 3 . 4-2 , at page 62 , confirms that this project will <br /> drop the level of service (LOS) from "C" to "D" at the <br /> State Route 88 and Mackvill Road intersection for the p.m. <br /> peak. Given the information that the County of San Joaquin <br /> requires an LOS "D" or better for the minimally acceptable <br /> service level, it is unclear why there is not a mitigation <br /> measure in response to this impact. At page 65, the DEIR <br /> confirms that this degradation will result in an <br /> unacceptable LOS "D" level . However, at page 66, the DEIR <br /> represents that because the rate of production at the 7 <br /> processing facility would remain similar to current <br /> production rates, that the proposed project would continue <br /> to generate the same number of trips and therefore there <br /> are no increased impacts. This theory assumes an average <br /> of 40 daily trips with only four trips during the peak <br /> hours. However, there are not specifics which would allow <br /> an independent evaluation of the assumption. Given the <br /> significance that transportation has to the project and its <br /> impacts, it would appear important to objectively evaluate <br /> the scope of the existing facility and the anticipated <br /> scope of the "replacement facility" to determine whether or <br /> not it is actually "apples and apples. " <br /> In reviewing the Notice of Preparation <br /> (NOP) , the Department of Transportation indicated in their <br /> letter of March 16, 1990, that in order to adequately <br /> assess the traffic impacts of this project that a traffic <br /> analysis needs to be prepared regarding the impacts of <br /> large trucks on the structural and operational aspects of 8 <br /> Route 88 . In addition, the San Joaquin County Department <br /> of Public Works, in its March 1, 1990 written comment to <br /> the NOP, indicated that the EIR should include a traffic <br /> study and that a specific truck circulation/access plan <br /> should be provided. The DEIR does not appear to contain a <br /> specific truck circulation/access plan as requested. <br /> 6. Noise -- The DEIR confirms that State <br /> Route 88 is designated by the County as a "critical noise <br /> route. " Moreover, the noise section acknowledges that <br /> there is a residential area within 400 feet of the southern 9 <br /> fence line of the proposed quarry site and a zoned <br /> residential area (Oak. Ridge Estates) which is located <br /> approximately 300 feet from the southwestern fence line. <br />
