Include a discussion of any impacts (and appropriate mitiga-
tion measures) the proposal may have on both downstream and
upstream uses , including the East Bay Municipal Utility
District .
Rehabilitation Plan :
1 . Provide an excavation/reclamation schedule . Show the rela-
tive sequencing of excavation and reclamation acreage , cubic
yardage , and length of time . Indicate where the overburden
will be stockpiled, the finished slopes , and the details for
revegetation. Detailed information on the permanent reclama-
tion is necessary. Also , identify the site land use to be
established upon the completion of reclamation.
2 . Any stockpiles of overburden that are expected to be stock-
piled for longer than one year shall be temporarily revege-
tated to minimize water and wind erosion.
Performance Guarantee :
1 . Provide a dollar proposal for the rehabilitation of the site
which corresponds to the project ' s three phases .
2 . Provide the calcuations used for the proposal , including
dollar estimates for time , materials , and equipment .
Conclusion•
Based upon the scale and extent of the excavation proposed, as
well as the large amount of agricultural land to be modified, the
preparation of an Environmental Impact Report may be necessary
for this project . In order to fully assess the possible impacts
of this project and make that determination, the Planning
Division must have all the required information at the time a
full application is submitted. Failure to do so will result in
the delay of both the processing of the application and the com-
mencement of the environmental assessment .
NOTE : The preapplication conference is designed to inform
prospective applicants of General Plan consistency, zoning
consistency, public improvement requirements, preliminary
design constraints and opportunities , and major environ-
mental and safety issues . This information is provided in
the hope of assisting the applicant in submitting a better
