PLANNING COMMISSION MINUTES <br /> JUNE 21, 1990 <br /> 2 . REVIEW OF DRAFT ENVIRONMENTAL IMPACT REPORT NO. ER-90-8 OF <br /> CLAUDE C. WOOD COMPANY FOR THE SOLARI RANCH QUARRY: A Draft <br /> Environmental Impact Report (EIR) has been prepared to address the <br /> environmental effects of the proposed underlying project, a Quarry <br /> Excavation application to remove 2 . 4 million tons of rock, sand and <br /> gravel. The proposed project site is located on the north side of <br /> State Route 88 , 2700 feet west of Athearn Street, west of Clements <br /> (Supervisorial District 4) . <br /> Associate Planner Richard Larrouy introduced a staff report into <br /> the record. <br /> The hearing was opened to receive comments on the Draft EIR. <br /> John Campbell, P.O. Box 1890, Murphys, made the following comments: <br /> Page 1, "Possible Problems and Mitigations, " in the Report, <br /> Paragraphs 3 and 4 : They hope that this could be changed to <br /> conform to the practices that they have been following for the past <br /> 15 years. In Stampede Valley they have not excavated but were <br /> granted the right to harvest as much of this material as they <br /> could. They were given the right to excavate up to the property 1 <br /> line on a 1: 1 slope and construct a 20 foot setback on a 2 : 1 slope, <br /> down to the rehabilitated land on which they would be operating. <br /> This is to allow them to get as much of this nonrenewable resource <br /> as possible. The average dspth of surface soil is not determined. <br /> They will not take any soil offsite. They will stockpile it onsite <br /> and use it in the rehabilitation process. <br /> Paragraph 6, under "Hydrology, " speaks to a levee upstream of the <br /> site. This levee is under contract to the County and they should <br /> not be responsible for the County' s problems. In the paragraph 2 <br /> regarding "levees, " the area between the proposed project and the <br /> river, there is no necessity of worrying about changing the river <br /> course because of this excavation. It is out of the 100/500 year <br /> floodplain. <br /> On the next page, regarding the bridge, the State Reclamation Board <br /> has the determination as to how this bridge will be considered. 3 <br /> They will comply with that organization' s requirements. The Corps <br /> of Engineers is not concerned about bridge plans and concurs with <br /> the Reclamation Board. <br /> On the next page, regarding the retention basin, they have <br /> submitted a plan showing a retention basin approximately twice the <br /> size as required by Public Works. It is to be located at the 4 <br /> southeast corner of the property. There is currently a holding <br /> I pond at that location and it is owned by the County. That 10 acre <br /> parcel is proposed to be combined with the County basin and become <br /> PC MINUTES -1- 6-21-90 <br />
