He asked about the statement that the loss of surface dirt could be <br /> mitigated. If the dirt is stockpiled for 10 years, it will blow <br /> away. They will use 10, 000 gallons of water a day to keep dust <br /> down on the haul road. That is a concern. <br /> He said that noise contour study should be specific and not use <br /> terms like "may be. " <br /> As to alternative for the project, it could be that it may be <br /> economical to look for someplace for this project. <br /> The EIR should indicate that this is prime farm land. The project <br /> will use much water. The summary states that there are no 11 <br /> significant environmental impacts from this project. <br /> Frank Alegre, 2000 Edgewood Dr. , Lodi, stated that this is a good <br /> project; and there is only so much good gravel available. If the <br /> operator has to move out of the County to get good gravel, it will 12 <br /> cost the County more money. The land can be reclaimed for good <br /> farm land. <br /> Mr. Campbell said this is not prime agricultural land in its <br /> present condition. The land for Phase I is so gravelly that you <br /> cannot keep water in the root zone. They are not going to <br /> stockpile the dirt for 10 years. They will excavate in strips, and 13 <br /> as fast as they complete a strip, it will be reseeded to stop dust <br /> problems. The maximum amount of land that will be worked in any <br /> phase will be 1/10 of the phase, or 5. 5 acres.
