pattern of the existing traffic generated by the project. As shown, the majority of truck
trips (58 percent) from the facility are distributed to Jahant and Peltier Roads, and the
remaining 42 percent are distributed to Mackville Road via Jahant Road. Of the trucks
using Mackville Road, approximately 43 percent (18 percent of the total trips) utilize
State Route 88, accessing markets to the southwest.
Existing Intersection Conditions
To provide a baseline for traffic analysis, intersections in the vicinity of the
processing facility were evaluated for potential study. A review of existing information
pertaining to access and circulation review and estimated traffic levels identified four
intersections that would likely be affected by existing truck traffic traveling to and from
the processing facility. The intention was to identify local intersections that may be
indicators of project related traffic impacts and could be used for impact analysis.
As shown in Figure 3.4-1, the distribution of truck trips to and from the
processing facility is approximately 58 percent westerly on Jahant and Peltier Roads and
42 percent easterly to Mackville Road. The intersections with the greatest potential for
impact by project related truck traffic are therefore those intersections nearest the
facility, i.e., the Jahant Road/Tully Road and Jahant Road/Mackville Road intersections.
Truck trips distributed easterly from the processing facility would utilize State Routes 88
and 12, accessing markets to the north, east and southwest. Potential for the greatest
impact to intersections beyond the Jahant Road/Mackville intersection would be the
intersection of local roads with the above mentioned State Routes, i.e., the State Route
88/Collier Road and State Route 88/Mackville Road intersections. These intersections
were determined to be the most appropriate indicators of project traffic impacts.
Based on the above review of traffic distribution to local routes, the four
intersections selected for detailed analysis are:
- Jahant Road and Tully Road
- Jahant Road and Mackville Road
- State Route 88 and Collier Road
- State Route 88 and Mackville Road
59
