vicinity, this route has two lanes, with a center left-turn lane through Lockeford and
Clements. State Route 12 extends from Santa Rosa in Sonoma County, to the west, to
San Andreas in Calaveras County to the east of the project area. Locally, State Route 12
connects Lodi to State Route 88 south of Lockeford. State Route 99, approximately 10
miles to the west of the project area, is a major north-south transportation corridor
through California's Central Valley. In the project vicinity this route provides access to
Sacramento to the north and Modesto to the south.
Local county roads in the project area include Tully Road and Mackville Road,
both north-south routes and Jahant Road and Collier Road, both east-west routes.
These roads are all two-lane roadways, are well maintained, and are currently in good
condition.
Access to the existing processing facility and quarry is provided by a paved,
private road off of Jahant Road at Linn Road. Jahant Road connects the project site to
Mackville Road, east of the site, and State Route 99 to the west.
Existing Quarry Traffic
Trip Generation
The existing processing facility and quarry operation currently operates from
approximately 6:00 a.m. to 6:00 p.m., Monday through Friday, and generates an average
of 200 truck trips per week. There are no peak periods for the project; therefore, it can
be assumed that the truck trips are generated evenly throughout the day. Based on this
assumption the quarry generates 40 daily trips with approximately 4 trips during the a.m.
and p.m. peak hours. Because these are one-way trips, half of these trips can be
assumed to be traveling to the site and half traveling from the site during either of the
peak periods.
Trip Distribution
The potential influence of quarry related truck traffic on the operation of
intersections in the project area is a function of the distribution of truck trips to and
from the facility. The distribution, i.e., direction of travel and routes used, of these
trips varies with the market area being serviced. Figure 3.4-3 shows the distribution
58
