Cumulative Conditions <br /> The San Joaquin County Draft General Plan, indicates that the 1987 population <br /> for the Lockeford Planning Area was 9,100. The projected population for this area for <br /> the Year 2010 is 14,600, which signifies a 2 percent per year growth rate. To determine <br /> the cumulative traffic volumes in the project area, a 2 percent per year growth rate was <br /> applied to the existing traffic volumes for the period of 10 years, which would be the <br /> anticipated lifespan of the proposed quarry project. The results of the cumulative <br /> analysis are presented in Table 3.4-2. <br /> It can be seen from Table 3.4-2 that the cumulative traffic would degrade the <br /> existing a.m. peak hour levels of service at the intersections of State Route 88 with <br /> Collier Road and Mackville Road from LOS A to LOS B. In addition, the existing p.m. <br /> peak hour LOS at the intersection of State Route 88 and Mackville Road would degrade <br /> to an unacceptable LOS D under this condition. However, this reduction in LOS is a <br /> result of increased traffic associated with anticipated growth in the project area and <br /> surrounding communities and would occur even without project traffic. <br /> The Level of Service D at the intersection of State Route 88 and Mackville Road <br /> is mainly due to the delay experienced by people wishing to make left turning <br /> movements from Mackville Road onto State Route 88. A signal warrant analysis was <br /> performed for this intersection; however, due to low traffic volumes on Mackville Road, <br /> it would not meet the traffic signal warrants under the cumulative conditions. <br /> Since the rate of production at the processing facility would remain similar to <br /> current production rates, the proposed project would continue to generate the same <br /> number of trips, and therefore, no increased impacts on local intersections would be <br /> anticipated. In addition, the project generates only an average of 40 daily trips with 4 <br /> trips during the peak hours and any impact of the project related traffic on local <br /> intersections would not be significant. <br /> 3.4.3 Mitigation Measures <br /> No significant impacts to traffic are expected to result from project operations; <br /> however, the following mitigation measures shall be implemented. <br /> 68 <br />
