Project trucks shall comply with all applicable local, state, and federal load <br /> limitation requirements. <br /> 3.5 Air Ouality <br /> 3.5.1 Setting <br /> Meteorology <br /> The proposed project site is at the northern end of the eight-county San Joaquin <br /> Valley Air Basin, which is illustrated in Figure 3.5-1. The prevailing directions of air <br /> flow over San Joaquin County are from the west to northwest and are influenced by air <br /> flow from the Delta-Carquinez Straits region. The general summertime air flow through <br /> the Carquinez Straits area splits as it enters the Central Valley and flows north into the <br /> Sacramento Valley and south into the San Joaquin Valley as shown in Figure 3.5-2. <br /> Although no meteorological data are available for the project site, information is <br /> available from areas in the immediate vicinity. The annual mean wind speed at Rancho <br /> Seco, approximately 14 miles north of Clements, is 7.0 miles per hour (mph), with <br /> predominant winds averaging from 6.1 mph (fall) to 9.6 mph (winter) (California Air <br /> Resources Board, 1984). The annual mean monthly temperature in Lodi, approximately <br /> 10 miles west of Clements, is 60 degrees Fahrenheit (OF), with a daily mean maximum <br /> of 73.80F and a daily mean minimum of 460F. The mean annual total rainfall is 16.27 <br /> inches in Lodi (National Oceanic and Atmospheric Administration, 1980). <br /> Applicable Air Quality Regulations <br /> The California Air Resources Board (ARB) and the U.S. Environmental <br /> Protection Agency (EPA) have established ambient air quality standards for various <br /> pollutants. The standards are meant to define a degree of air quality which will, with an <br /> adequate margin of safety, protect the public health and welfare. Pollutants for which <br /> federal standards have been set are referred to as "criteria" pollutants. The standards are <br /> called the National Ambient Air Quality Standards (NAAQS).
