anything operating at the site before that time has been "grandfathered" (predate APCD <br /> regulations) into the baseline emissions of the facility. <br /> The APCD inspects the processing facility and the existing quarry on a quarterly <br /> basis. The facility has been in compliance of all of the permit conditions except for <br /> controlling fugitive dust (Momperler, pens. comm.). During a March 1989 inspection, the <br /> APCD noted two permit violations: rock crushers operating without water sprays, and <br /> lack of watering of the unpaved haul road. The APCD has also received approximately <br /> three unverified (unable to trace the complaint to a specific source of emissions) dust <br /> complaints from neighbors during the last few years (Momperler, pers. comm.). <br /> Sensitive Receptors <br /> Occupants in such land uses as schools, hospitals, and convalescent homes are <br /> considered to be relatively sensitive to poor air quality because the young, old, and <br /> infirm are more susceptible to respiratory infections and other air quality-related health <br /> problems than the general public. Residential districts are sensitive to air pollutants <br /> because people, including the young and the old, are at home for extended periods, so <br /> exposures are long. <br /> The nearest residential area lies within 400 feet of the southern boundary of the <br /> proposed quarry site. About 12 homes lie within this distance, with the nearest home <br /> approximately 300 feet from the site boundary. Additionally, a zoned residential area, <br /> currently with no homes on it, is located about 200 feet from the southwestern <br /> boundary. An approximately 40-foot high bluff and several mature oak trees separate <br /> the existing residential area from the proposed quarry site. The nearest school (Clements <br /> School) is located about 1,500 feet from the proposed quarry's eastern boundary (see <br /> Figure 3.6-2, Section 3.6). <br /> 3.5.2 Impacts <br /> Sources of air emissions from the proposed project include: unpaved haul roads, <br /> soil movement at the extraction site, mobile equipment (such as front end loaders, <br /> scrapers), and trucks receiving processed material at the processing plant.
