Quarry Site <br /> Emissions at the proposed quarry site would consist of exhaust from mobile <br /> earthmoving equipment and haul trucks, and fugitive dust from unpaved haul roads and <br /> extraction activities. Estimates of the emission rates from these sources are summarized <br /> in Table 3.5-2. The calculations and assumptions used for the emissions estimates are <br /> contained in Appendix B. <br /> The estimated emissions are compared in Table 3.5-2 to the APCD trigger levels <br /> for environmental review. The estimated emissions, except for NOx, are well below <br /> these trigger levels, indicating a level of emissions that would be less-than-significant. <br /> The NOx emissions were slightly above the EIR trigger level; however, by an <br /> insignificant amount. Furthermore, the NOx emission factors are worst-case emission <br /> factors that would be conservative for estimating emissions. Therefore, there would not <br /> be any significant impacts from extraction activities, if the recommended mitigation <br /> measures for controlling fugitive dust are implemented. <br /> Processing Facility <br /> Existing emissions at the processing facility are described in a general manner in <br /> section 3.5.1. The proposed project would not change any of the existing operations at <br /> the processing facility, i.e., the quantity of material processed would not change and the <br /> resulting emissions would not change. The existing emissions from the processing <br /> facility are already acceptable and permitted by the APCD (except for the fugitive dust <br /> violations); therefore, if the applicant brings the facility into compliance with the <br /> fugitive dust permit requirements, there would be no significant impact since there <br /> would be no change in emissions. Mobile source emissions associated with truck traffic <br /> to and from the site would continue at their current level since the volume and type of <br /> trucks associated with the proposed quarry are the same as existing conditions. <br /> Proposed Regulation VIII - Fugitive Dust <br /> It should be noted that a new APCD regulation relating to fugitive dust <br /> (Regulation VIII, Fugitive Dust) was proposed in January 1990 that would impose <br /> stricter conditions on the processing facility and the proposed extraction site. The <br /> purpose of the proposed regulation is to reduce the amount of particulate matter <br /> 77 <br />
