I. The loader, haul trucks, and any other heavy equipment shall be fitted with <br /> state-of-the-art noise shielding and muffling devices. Such devices may reduce <br /> noise from individual pieces of machinery by up to 10 dBA over noise without <br /> noise abatement devices (U.S. Environmental Protection Agency, 1971). <br /> 2. Noise generating activities shall be avoided between 7 p.m. and 7 a.m. when they <br /> would be most disruptive. Excavation activities shall be prohibited during <br /> weekends and holidays, except in emergency situations such as natural disasters. <br /> 3. Noise level monitoring should be conducted at the nearest residences when <br /> extraction activities approach approximately 300 feet of the bluff. Noise <br /> monitoring shall be conducted in accordance with the County Noise Ordinance <br /> (Chapter 16, Section 9-3800). If monitoring indicates that noise levels exceed 65 <br /> db Ldn at the property line, then further noise mitigation should be <br /> implemented. This could include not allowing any extraction activity beyond the <br /> point at which the noise effects occur. Mitigation shall also be required if noise <br /> monitoring indicates an increase of approximately seven dBA or more over <br /> ambient levels at the nearest residence and the resident complains about noise <br /> levels. <br /> 3.7 Public Facilities <br /> 3.7.1 Setting <br /> Emergency Seri-ices <br /> The project site is served by the Clements Rural Fire District. The local fire <br /> station is staffed by one full-time firefighter acid 25 volunteers. Fire department <br /> response time to the existing processing facility is estimated to be approximately seven <br /> minutes, while response time to the proposed quarry site would be approximately eight <br /> minutes. <br /> Law enforcement in the project area is provided by the San Joaquin County <br /> Sheriff's Department and the California Highway Patrol. <br /> The Fire department provides emergency first aid and rescue operations; however <br /> for ambulance assistance, a unit would have to be dispatched from Lodi, to the west, <br /> where medical attention is available. Under optimum conditions response time to the <br /> project area would be approximately 15 minutes, or a minimum of 30 minutes, round <br /> trip. <br /> 9; <br />
