DEVELOPMENT COMMITTEE <br /> ER-90-8 <br /> PAGE SIX <br /> For each tree that will be removed, three, twenty- <br /> four inch box trees shall be planted, or, in the <br /> case of heritage trees (36 inches diameter or <br /> greater measured at 4 . 5 feet above ground level) , <br /> one sixty inch box tree shall be planted. <br /> 22 . Application of water or other dust suppressant shall be <br /> applied to all working surfaces and on-site service roads, at <br /> least twice per day, and in a large enough quantity so that <br /> the surface of the soil is moist. Details shall be included <br /> in the Grading Plan. <br /> 23 . The speed of vehicles using haul routes shall be restricted <br /> to control the generation of dust. <br /> 24 . Plant operations shall be from 5: 00 a.m. to 9 : 00 p.m. , Monday <br /> through Friday, except during periods of declared national, <br /> state, or federal emergency. <br /> C <br /> 25. Noise level monitoring shall be conducted at the nearest <br /> residences when extraction activities approach approximately <br /> 300-feet of the bluff. If noise monitoring indicates an <br /> increase of approximately seven dBA over ambient levels at the <br /> nearest residence, then further noise mitigation shall be <br /> implemented. Mitigation details shall be included in the <br /> Grading Plan. It is the responsibility of the applicant to <br /> conduct all required noise monitoring and provide bimonthly <br /> reports to the Planning Division. <br /> 26. Excavation activities shall be scheduled to begin at the bluff <br /> and continue moving away from the bluff area. <br /> 27 . The applicant shall retain the services of a qualified <br /> archaeologist to evaluate all archaeological finds during <br /> excavation and propose mitigations as appropriate. Immediate <br /> notification shall be given to the Planning Division in the <br /> event of such a find. <br /> �28 . If human remains are encountered during excavation, the <br /> applicant shall contact a qualified archaeologist immediately <br /> to assess the find. CEQA Guidelines, Appendix K, shall also <br /> be reviewed for proper legal procedure in case of accidental <br /> discovery of human remains. Immediate notification shall be <br /> given to the Planning Division. <br />
