DEVELOPMENT COMMITTEE <br /> ER-90-8 <br /> PAGE FIVE <br /> � . A Habitat Mitigation Plan shall be developed and submitted to <br /> the County and the California Department of Fish and Game for <br /> approval prior to construction which provides for the <br /> development of wetland habitat to compensate for any of the <br /> freshwater marsh that would be affected by the access road <br /> construction. This mitigation shall involve expansion of the <br /> existing freshwater marsh and provide for no net loss of <br /> wetlands. The Plan shall be prepared by a qualified <br /> biologist, and include a scheduled for installation and <br /> maintenance procedures. It shall be the responsibility of the <br /> applicant to maintain and protect such habitat during the life <br /> of the project' s approval. <br /> 20. To reduce the potential for impact to water quality and to <br /> protect fisheries from bank erosion, bridge construction shall <br /> be conducted to minimize constriction of the channel and <br /> prevent a decrease in flood carrying capacity of the Mokelumne <br /> River. <br /> �. To mitigate for the impact to riparian habitat along the route <br /> of the proposed access road and bridge, disturbed scrub, <br /> freshwater marsh north of the Mokelumne River, and grassland <br /> with scattered trees in the borrow area the following <br /> mitigation shall be provided: <br /> On the north side of the Mokelumne River, a 100-foot <br /> buffer from the northern edge of the riparian corridor <br /> (as defined by the outer canopy edge of the Riparian <br /> Overstory) shall be developed to provide additional <br /> habitat and screen the riparian corridor from operations <br /> at the processing facility and future agricultural <br /> activity. This buffer shall extent the length of the <br /> area proposed for reclamation north of the river. This <br /> buffer should include preservation of the freshwater <br /> marsh area. A Revegetation Plan utilizing native trees <br /> and shrubs shall be developed to provide effective <br /> screening from mining and agricultural activities, and <br /> enhance wildlife habitat within the buffer zone. This <br /> plan should be prepared by a qualified biologist and <br /> submitted to the County for approval prior to project <br /> construction. The plan shall also include a schedule for <br /> installation and maintenance procedures. It shall be the <br /> responsibility of the applicant to maintain and protect <br /> such habitat and plants during the life of the project's <br /> approval. At a minimum, the revegetation plan should <br /> replace lost trees within the riparian corridor by <br /> planting trees within the buffer as follows: <br />
