Limited commercial services are <br /> available in Clements for its 110 residents. <br /> The town of Clements is designated by the San Joaquin County General Plan as a <br /> Rural Center. This is a designation given to communities that: <br /> Have either historically served as a focus of activity for surrounding <br /> agricultural areas or are concentrations of home sites; <br /> Have minimal commercial and residential development, although there <br /> may be occasional agriculturally-related industries; and <br /> - Are dependent on the larger urban centers for a wide range of activities. <br /> According to the General Plan, compatibility of development with such <br /> communities should consider land uses, environmental sensitivity of the area, intensity <br /> and scale of development, operational characteristics, and level of services. Additionally, <br /> development should be properly located to fit into its surroundings. <br /> Zoning for both the proposed quarry site and the existing processing facility is <br /> AG-40. This is a General Agricultural designation which allows mineral extraction areas <br /> with approval of the appropriate extraction permits. <br /> The project area is adjacent to the Mokelumne River, which is identified in the <br /> General Plan as a significant resource area for recreation. This waterway is also <br /> recognized as a riparian habitat in the General Plan. <br /> Portions of State Route 88, Peltier Road and State Route 12 in the vicinity of the <br /> project sites have been designated as scenic routes (Scenic Highway Element, 1978). <br /> These road segments are of scenic value because of their access to recreational areas, <br /> their agricultural/rural value, or for their access or proximity to historic sites (Sedway <br /> Cooke Associates. 1989). <br /> The project area is listed as a Mineral Resource Zone - 3 (MRZ-3) as pursuant <br /> to the California Surface Mining and Reclamation Act of 1975. This designates the <br /> project site as containing potentially significant deposits of aggregate resources. The <br /> classification of MRZ-3 indicates that reserves at this location are below the minimum <br /> threshold value (S8.7 million). As such the Plan does not presently identify the project <br /> 97 <br />
