pasture, row crops, walnut orchards, and vineyards. Limited commercial services are
available in Clements for its 110 residents.
The town of Clements is designated by the San Joaquin County General Plan as a
Rural Center. This is a designation given to communities that:
Have either historically served as a focus of activity for surrounding
agricultural areas or are concentrations of home sites;
Have minimal commercial and residential development, although there
may be occasional agriculturally-related industries; and
- Are dependent on the larger urban centers for a wide range of activities.
According to the General Plan, compatibility of development with such
communities should consider land uses, environmental sensitivity of the area, intensity
and scale of development, operational characteristics, and level of services. Additionally,
development should be properly located to fit into its surroundings.
Zoning for both the proposed quarry site and the existing processing facility is
AG-40. This is a General Agricultural designation which allows mineral extraction areas
with approval of the appropriate extraction permits.
The project area is adjacent to the Mokelumne River, which is identified in the
General Plan as a significant resource area for recreation. This waterway is also
recognized as a riparian habitat in the General Plan.
Portions of State Route 88, Peltier Road and State Route 12 in the vicinity of the
project sites have been designated as scenic routes (Scenic Highway Element, 1978).
These road segments are of scenic value because of their access to recreational areas,
their agricultural/rural value, or for their access or proximity to historic sites (Sedway
Cooke Associates. 1989).
The project area is listed as a Mineral Resource Zone - 3 (MRZ-3) as pursuant
to the California Surface Mining and Reclamation Act of 1975. This designates the
project site as containing potentially significant deposits of aggregate resources. The
classification of MRZ-3 indicates that reserves at this location are below the minimum
threshold value (S8.7 million). As such the Plan does not presently identify the project
97
