However, estimates of resource value <br /> provided to the County by the applicant report a resource value of $9.8 million; above <br /> the threshold value for a MRZ-2 classification. <br /> The General Plan notes that sand and gravel extraction and processing is an <br /> important San Joaquin County industry and a major land use. Resources such as gravel <br /> deposits are to be protected and managed in their production in an environmentally <br /> sound manner. <br /> The following is a description of the land use characteristics of the project area. <br /> Proposed Ouarry Site <br /> The proposed quarry site is adjacent to the town of Clements and is on the south <br /> side of the Mokelumne River see Figure 2.1-2. The proposed quarry site is located on a <br /> 253.71 acre parcel of which approximately 120 acres would be used for sand and gravel <br /> extraction. Fifty-five acres of the easterly portion of this 120 acre parcel is currently a <br /> non-productive walnut orchard, the balance is planted as asparagus. Lands adjacent to <br /> the proposed quarry site to the north, east and Nest are producing and non-producing <br /> agricultural lands. Residential and commercial uses within the town of Clements lie <br /> approximately 300 to 1,000 feet south of the proposed extraction site. <br /> Land uses adjacent to the proposed quarry site include a vacant parcel which sits <br /> atop a knoll, approximately 50 feet above the site. This vacant portion contains 20.64 <br /> acres which is currently zoned R1-10. This zoning would allow lots with a maximum of <br /> 10,000 square feet to be constructed. Under the new zoning proposed by the Draft <br /> General Plan, this parcel would be changed to a Rural Residential (RR) zone, which <br /> would allow maximum of 1 unit per gross acre. A 38 single-family lot subdivision is <br /> proposed for development on this parcel. A pre-application for the project was filed <br /> with the County on April 6, 1990, and a full application was filed June 11, 1990. <br /> Processing Facilitv <br /> The existing processing facility is located approximately two miles northwest of <br /> the town of Clements and lies adjacent to the north bank of the Mokelumne River. <br /> Lands surrounding the facility are used for agricultural purposes.
