The soil level of each 100- to 200-foot-wide strip would be lower than the <br /> present soil level by about 12-15 feet. The final elevation would be about 12 feet lower <br /> than present after rehabilitation. Drainage would be altered and during excavation <br /> standing water in the excavation area may be visible during rainy periods. <br /> Excavation operations visible from residential portions of the town would consist <br /> of 2-3 pieces of excavation machinery, off-highway haul trucks which would each make <br /> approximately 16 trips per day to the processing site. The largest visible change would <br /> be the view of the disturbed ground instead of the current agricultural farmland. Once <br /> excavation operations begin, a portion of the site would be disturbed at any given time <br /> during the 10 year period of operation, until reclamation is complete. <br /> A new access road would be constructed to haul extracted materials to the <br /> processing site. Approximately 16 trips per day by each of the haul trucks would be <br /> necessary to transport the extracted material to the processing site. Visual impacts from <br /> the quarry operations are considered to be potentially significant. <br /> Processing Facility <br /> Activities and operations at the existing processing site would remain at their <br /> current levels. No change in visual impacts would result from the continued operations. <br /> 3.9.3 Mitigation Measures <br /> The greatest visual impact of extraction activities at the quarry site would be to <br /> portions of the town of Clements which lie above the project site. This would include <br /> residential and commercial areas as well as undeveloped lands from which the project <br /> site are visible. Undesirable views from these locations may include excavation <br /> machinery and transport trucks during periods of extraction, and changes to the land <br /> form, such as overburden mounds and depressions in the landscape following extraction. <br /> The following mitigation measures are recommended to reduce visual impacts to less <br /> than significant levels. <br /> 1. Excavation shall occur in strips, approximately 200 feet wide, and shall not <br /> exceed 5.5 acres in area. Once excavation of a strip is complete, it shall be <br /> immediately resoiled with material removed from the next strip to be excavated. <br /> Temporary revegetation shall be provided immediately following resoiling.
