WOOD CO. (DISTRICT 4) <br /> IT IS RECOMMENDED: <br /> That the Board of Supervisors deny the appeal of Quarry Excavation <br /> Application No. QX-90-1. <br /> BACKGROUND: <br /> The applicant ' s proposal will permit the extraction of approxi- <br /> mately 2 . 4 million tons of rock, sand and gravel over a ten-year <br /> period from a 120-acre portion of a 253 .71-acre site, west of the <br /> town of Clements. The quarry area will be set back approximately <br /> one thousand feet from the Mokelumne River. The extracted material <br /> will then be processed at the applicant' s existing processing <br /> plant, located on the north side of the Mokelumne River near the <br /> quarry site. Based upon the Initial Study' s identification of <br /> potentially significant, adverse environmental impacts associated <br /> with the proposal, an Environmental Impact Report (EIR) was <br /> prepared. That EIR analyzed the project's impacts on geology and <br /> soils, hydrology and water quality, biology, transportation, air <br /> quality, noise, public facilities, land use, visual resources and <br /> archaeology. <br /> The Planning Commission heard this matter at its meeting of <br /> September 6, 1990. During the public hearing on the certification <br /> of the EIR, the Commission accepted comments and voted 6-0 to <br /> certify the EIR, pursuant to the requirements of the California <br /> Environmental Quality Act. <br /> During the subsequent public hearing on the Quarry Excavation <br /> application, the Commission accepted written and oral comments from <br /> proponents and opponents of the project regarding potential land <br /> use conflicts, visual impacts, the project's effect on the <br /> BOS LETTER PAGE 1 <br />
