• j •1 <br /> NOTICE OF PREPARATION <br /> ENVIRONMENTAL IMPACT REPORT NO . ER-90-8 <br /> On the basis of the Initial Study prepared for the project <br /> described below, the Environmental Review Officer has determined <br /> that the project may have a significant impact on the environment <br /> and hereby gives notice that an Environmental Impact Report (EIR) <br /> is to be prepared in accordance with the provisions of the <br /> California Environmental Quality Act (CEQA) , as amended. <br /> APPLICATION: <br /> The project requires an approved Quarry Excavation application in <br /> order to establish the use . No additional application will be <br /> required. <br /> PROJECT DESCRIPTION: <br /> The Quarry Excavation application proposes to allow the removal <br /> of 2 . 4 million tons of rock, sand, and gravel over a ten-year <br /> period, which will encompass two phases . Ongoing site rehabili- <br /> tation would take place as excavation is completed on portions of <br /> the project site , and final reclamation of the site for agri- <br /> cultural uses would be completed within a year of the end of the <br /> excavation. As a part of that rehabilitation plan, the overbur- <br /> den, varying from zero to eight feet in depth, would be set aside <br /> and then replaced following excavation of the 8- to 20-foot-deep <br /> underlying layer of rock, sand, and gravel . <br /> Processing of the excavated material would take place at an <br /> existing plant currently in operation west of the parcel and <br /> north of the Mokelumne River . Access to the plant is proposed <br /> via existing and proposed privately maintained haul roads on the <br /> site and a bridge that will be relocated from its current <br /> upstream location. The plant is proposed to operate from 6 : 00 <br /> a.m. to 6 : 00 p.m. , Monday through Friday, on a year-round basis , <br /> weather permitting . The project is expected to generate , at peak <br /> operation, 50 one-way truck trips per day and 200 per week. <br /> Trucks entering and leaving the processing plant would use County- <br /> maintained public roads . <br /> The application states that no excavation will occur in areas <br /> immediately adjacent to the Mokelumne River and that natural <br /> vegetation along the river will be protected. In addition, <br /> 10 , 000 gallons of water per day will be taken from a well near <br /> the processing plant , mixed with a dust palliative , trucked to <br /> the excavation site, and used for dust control . The application <br /> states that no surplus or wastewater will be generated and that <br /> there will be no discharges into the river . <br /> PROJECT SIZE : <br /> The proposal covers approximately 120 acres of a 253 . 71-acre par- <br /> cel . <br /> Notice of Preparation - 1 - <br /> ER-90-8 ) <br />
