LOCATION:
The project is located on the north side of State Route 88 ,
approximately 2700 feet west of Athearn Street , west of the unin-
corporated community of Clements .
SIGNIFICANT IMPACTS IDENTIFIED IN THE INITIAL STUDY:
A. Drainage Alteration/Erosion:
The proposed excavation and resultant regrading will cause an
alteration of traditional drainage and runoff patterns on the
site, as well as the removal of all existing vegetation from
portions of the site. In the event of a 100-year flood or
unusually heavy precipitation, the Mokelumne River could be
subjected to siltation from on-site erosion and rechan-
nelization from riverbank erosion. Such occurrences would
likely result in the degradation of water quality, disruption
of the aquatic environment , and the alteration of downstream
course and flow. See Items No . 1 ( c ) and 1 (d) , pp. 1-2 , of
the attached Initial Study.
B . Slope Failure :
Excavation near the foot of the adjacent bluff on the south
and east side of the project area could result in erosion of
the bluffs and significant earth movement ( Item No . 2 (a) ) .
C . Habitat/Species :
While no threatened or endangered habitats or species were
identified on the site , a survey will need to be conducted to
accurately assess the site ' s biotic resources , the project ' s
effects on the resources , and any required mitigation
measures ( Item No. 3 (a) ) .
D . Aquatic Environment :
Any erosion, siltation, habitat disturbance , or streambed
alteration that may occur as a result of this project can be
expected to have an adverse impact upon the aquatic environ-
ment of the Mokelumne River , the fish population downstream,
and the operation of the fish hatchery located upstream near
the Comanche Reservoir .
E. Traffic/Circulation:
The project has the potential to generate, at peak operation,
200 one-way truck trips per week. This aspect of the project
could potentially result in increased congestion and cir-
culation problems , as well as possible damage to the roadways
(Item No. 8 (a) ) .
F. Cultural/Resources :
Notice of Preparation - 2 - (ER-90-8 )
