archaeological evidence (due to its long history of agri- <br /> cultural cultivation and use) but must be included in the <br /> required survey. <br /> 11 . The view from the bluff area of Clements will be tem- <br /> porarily altered by the excavation. While an ongoing reha- <br /> bilitation program will return portions of the site to <br /> agricultural uses following excavation, the entire site <br /> will not be rehabilitated until approximately one year <br /> after the proposed ten-year excavation. Because the site <br /> is located adjacent to both existing and proposed commer- <br /> cial and residential uses, consideration must be given to <br /> mitigating this obstruction of the public vista by such <br /> means as project phasing, accelerated site rehabilitation, <br /> and project screening. <br /> 12 .b. While the proposed use is consistent with the site ' s <br /> existing and proposed Draft General Plan designations and <br /> zone classification, it represents a potential land use <br /> conflict between this industrial/extractive use and the <br /> adjacent residential and commercial uses . For this reason, <br /> further analysis is required to ascertain the degree of <br /> conflict and an effective means of mitigating that <br /> conflict . An additional potential conflict with the pro- <br /> posed use is the planned residential development of a <br /> 20-acre parcel (APN 019-220-18 ) immediately south of the <br /> excavation site . The site , zoned R1-10 (Residential ; <br /> 10 , 000-square-foot minimum parcel size) , is located on the <br /> bluff overlooking the project and is surrounded on three <br /> sides by the subject parcel . See Item No . 11 above for <br /> further discussion. <br /> 12 . c . The privately-owned parcel is not identified as a natural <br /> or recreation area and, therefore, is not subject to a <br /> disruption by this project . In the event , though, that the <br /> project ultimately includes a public park or the establish- <br /> ment of riparian habitat , as discussed in Items No . 1 (c) <br /> and 3 (a) , consideration must be given to public use , <br /> access , circulation, facilities development , and land use <br /> compatibility. <br /> 13 .a. As discussed in Items No. 1 (c) , 1 (d) , 2 (a) , and 2 (b) , the <br /> project has the potential to result in a degradation of the <br /> local biota and aquatic environment . <br /> 13 .b. The proposed short-term use of the property as an excava- <br /> tion site has the potential to result in long-term, adverse <br /> environmental impacts due to the possibility of erosion, <br /> siltation, loss of habitat , and streambed modification. <br /> 13 . c . The possibility of riverbank failure and stream <br /> "rechannelization" represent a potentially significant , <br /> cumulative effect on downstream property and uses . In <br /> addition to possible flooding and siltation downstream, the <br /> hatchery located upstream would be affected, as would the <br /> river ' s continued viability as a fish habitat . <br /> Initial Study - 3 - (QX-90-1 ) <br />
