prepared by a qualified biologist and submitted to the County for <br /> approval prior to project construction. <br /> At a minimum, the revegetation plan shall replace lost trees within the <br /> riparian corridor by planting trees within the buffer as follows: <br /> Replacement at a ratio of five to one shall be required for valley <br /> oaks and three to one for other native trees six inches or greater <br /> in diameter, measured at 4.5 feet above ground level. <br /> Replacement trees shall be one to five gallon trees with drip <br /> irrigation provided for a period of three years. <br /> Transportation <br /> 1. The applicant shall negotiate a Traffic Impact Mitigation Fee with the <br /> Department of Public Works to offset that portion of traffic impact mitigation <br /> cost created by the project. <br /> 2. Project trucks shall comply with all applicable local, state, and federal load <br /> limitation requirements. <br /> Air Ouality <br /> 1. Water or other dust suppressants shall be applied to all working surfaces and on- <br /> site service roads at least twice per day, and in a large enough quantity so that <br /> the surface of the soil is moist. <br /> The applicant shall maintain proper records which shall be available for <br /> scheduled or unscheduled inspection by the County and the Air Pollution Control <br /> District (APCD). These records shall contain: <br /> - All travel routes to be treated shall be referenced on a plot plan available <br /> to both the site operator and regulatory personnel. <br /> - Length and area of surfaces to b5 watered. <br /> - Application intensity, i.e. gal/yd <br /> - Application frequency <br /> - Application vehicle type and tank capacity <br /> - Water source <br /> - Date and time of application <br /> - Equipment used <br /> - Start and stop time, average speed, and number of passes <br /> - Start and stop time for filling of water tank <br /> - Equipment maintenance logs <br /> - Records of equipment breakdown and downtime <br /> - General weather condition logs <br /> - Operator initials <br /> 2. Equipment travel shall be restricted to dust controlled routes and speeds shall be <br /> restricted to 15 mph or less for on-site vehicles unless a higher speed limit is <br /> approved in writing from the San Joaquin County Air Pollution Control District. <br />
