implementing the mitigation measures recommended in the "Noise" and "Visual
Resources" sections of this EIR.
Visual Resources
1. Excavation shall occur in strips, approximately 200 feet wide, and shall not
exceed 5.5 acres in area. Once excavation of a strip is complete, it shall be
immediately resoiled with material removed from the next strip to be excavated.
Temporary revegetation shall be provided immediately following resoiling. A
temporary resoiling and revegetation plan shall be submitted to and approved by
the County and the U.S. Soil Conservation Service prior to commencement of
project operation.
2. To reduce visual impacts from project trucks hauling aggregate from the
excavation site to the processing facility, the haul route from the excavation site
to the Mokelumne River shall be screened with trees and other vegetation.
Vegetation shall be installed prior to project operations to allow maximum time
for the plants to mature. A plan shall be submitted to and approved by the
County prior to project operation which provides for vegetative screening of the
haul route.
3. Excavation equipment shall be removed from the excavation area to locations
which are visually screened from the town of Clements during weekends,
holidays, and other periods of extended non-operation (greater than 1 day).
ArchaeoloQv
1. If during the course of project construction or excavation, archaeological
materials such as bone, obsidian, locally darkened soil, glass, or ceramics, are
encountered, the applicant shall retain the services of a qualified archaeologist to
evaluate the finds and propose mitigations as appropriate.
2. Although it is unlikely that human remains would be discovered during project
construction or operation, if human remains are encountered the applicant shall
contact a qualified archaeologist immediately to assess the find. The County
shall be immediately notified and the CEQA Guidelines, Appendix K, shall be
followed for proper legal procedure in case of accidental discovery of human
remains. The Native American Heritage Commission's handbook "A Professional
Guide for the Preservation of Native American Remains and Associated Grave
Goods" should also be consulted.
