Jeffrey <br /> Kirst ) . <br /> --------------------------------------------------------------------- <br /> The proposed project is for a 57 unit rural residential subdivision <br /> and an 18-hole , par-3 golf course . At present , the General Plan <br /> Designation is Agriculture with Conservation along Bear Creek , and <br /> GA-40 zoning. The applicant is proposing a General Plan Map <br /> Amendment from Agriculture and Conservation to Rural Residential and <br /> a Zone Reclassification from GA-40 to RR-65 along with a Major <br /> Subdivision Application. <br /> General Plan Considerations <br /> Within the Land Use/Circulation Element of the General Plan there are <br /> several principles that are relevant to the proposed project . The <br /> following Rural Residential Principles are applicable : <br /> 1 . Rural residential areas should be kept to a minimum in <br /> number and extent . <br /> 2 . Rural residential areas should be established only in <br /> agricultural areas where there are existing concentrations <br /> of small parcels , and should not be established within or <br /> on the fringe of designated urban growth areas . <br /> 3. Future rural residential development will take place only <br /> within the designated areas and outward expansion will be <br /> discouraged . This development should occur in a manner <br /> that will maintain the rural character of the area. <br /> The proposed project requires a General Plan Map Amendment from <br /> Agriculture and Conservation to Rural Residential , which is clearly <br /> inconsistent with the above General Plan principles . In particular , <br /> Rural Residential Principle No . 3 states that "future rural <br /> residential development will take place only within the designated <br /> areas . " Rural Residential Principle No. 1 further restricts rural <br /> residential development by stating that "rural residential areas <br /> should be kept to a minimum in number and extent. " Therefore , the <br /> establishment of a new rural residential area would be contrary to <br /> General Plan policy. Should the applicant decide to proceed with <br /> this application , he should be aware that a General Plan Text <br /> Amendment , would be required . <br />
