SU-89-2
September 9 , 1988
Page Two
Rural Residential Principle No . 2 states that "rural residential
areas should be established only in agricultural areas where there
are existing concentrations of small parcels . " There are a few
homesite parcels in the area , mainly along State Route 88; but the
majority of the parcels are moderate to large in size.
Another applicable principle is General Principle No. 3 which states"
"Necessary expansion of urban centers and all rural residential
development will be in a manner least disruptive to the
agricultural surroundings and resources . "
The project site consists of 253 acres in an agricultural area.
Surrounding land use consists of vineyards , pasture , and dairies . It
is staff 's opinion that a rural residential development and golf
course in this area would be disruptive to the agricultural area and
result in land use conflicts . If , in fact , the developer believes
his proposal is timely , then it would be more appropriate to consider
amending the Lockeford General Plan to include the project site .
This should be incorporated into the General Plan update currently
underway.
The project site itself is maintained in walnut orchard and
vineyard . The development of this project would remove 253
productive acres from agriculture . Approximately half of the project
site is classified as prime soil . The prime soil classifications
at the project site are Kingdon fine sandy loam , Bruella sandy loam ,
Tokay Fine Sandy Loam , and Hicksville Loam. Agricultural Principle
#2 of the Land Use/Circulation Element states :
"Intensive agriculture such as orchards , vineyards and row
crops will be supported and protected where soils of high
quality are found and water is or will be available. "
Bear Creek and the area along the banks of Bear Creek are designated
on the General Plan as conservation. Open Space Policy No. 5 of the
Open Space/Conservation Element states :
"Designated conservation areas will remain in open space in
order to protect natural resources and to protect development
from hazards . "
Services
If Rural Residential was determined to be an appropriate land use ,
the following development requirements would be applicable to a Rural
Residential area with parcels less than two (2) acres in size:
