SU-89-2 <br /> September 9 , 1988 <br /> Page Two <br /> Rural Residential Principle No . 2 states that "rural residential <br /> areas should be established only in agricultural areas where there <br /> are existing concentrations of small parcels . " There are a few <br /> homesite parcels in the area , mainly along State Route 88; but the <br /> majority of the parcels are moderate to large in size. <br /> Another applicable principle is General Principle No. 3 which states" <br /> "Necessary expansion of urban centers and all rural residential <br /> development will be in a manner least disruptive to the <br /> agricultural surroundings and resources . " <br /> The project site consists of 253 acres in an agricultural area. <br /> Surrounding land use consists of vineyards , pasture , and dairies . It <br /> is staff 's opinion that a rural residential development and golf <br /> course in this area would be disruptive to the agricultural area and <br /> result in land use conflicts . If , in fact , the developer believes <br /> his proposal is timely , then it would be more appropriate to consider <br /> amending the Lockeford General Plan to include the project site . <br /> This should be incorporated into the General Plan update currently <br /> underway. <br /> The project site itself is maintained in walnut orchard and <br /> vineyard . The development of this project would remove 253 <br /> productive acres from agriculture . Approximately half of the project <br /> site is classified as prime soil . The prime soil classifications <br /> at the project site are Kingdon fine sandy loam , Bruella sandy loam , <br /> Tokay Fine Sandy Loam , and Hicksville Loam. Agricultural Principle <br /> #2 of the Land Use/Circulation Element states : <br /> "Intensive agriculture such as orchards , vineyards and row <br /> crops will be supported and protected where soils of high <br /> quality are found and water is or will be available. " <br /> Bear Creek and the area along the banks of Bear Creek are designated <br /> on the General Plan as conservation. Open Space Policy No. 5 of the <br /> Open Space/Conservation Element states : <br /> "Designated conservation areas will remain in open space in <br /> order to protect natural resources and to protect development <br /> from hazards . " <br /> Services <br /> If Rural Residential was determined to be an appropriate land use , <br /> the following development requirements would be applicable to a Rural <br /> Residential area with parcels less than two (2) acres in size: <br />
