Box 440 <br /> Lodi, CA 95241 <br /> INCOMPLETE REPORT OF WASTE DISCHARGE, REQUEST FOR ADDITIONAL <br /> INFORMATION, EAST-SIDE WINERY, LODI, SAN JOA QU[_V COUNTY <br /> I have reviewed your Report of Waste Discharge (RWD) dated 10 February 2000 for the East-Side <br /> Winery in Lodi. Because the Waste Discharge Requirements (WDRs) for the East-Side Winery were <br /> issued in 1958, no monitoring has been required for this facility and staff therefore do not have the data <br /> to determine whether the generation of this winery's waste is impacting, or has the potential to impact, <br /> water quality. The WDRs cannot be updated until sufficient data has been collected to write meaningful <br /> discharge specifications and effluent limits. Therefore, the East-Side Winery is directed to perform the <br /> following activities as necessary to complete the RWD. <br /> • First, monitoring of the wastewater generated at the facility shall be conducted as per the <br /> enclosed draft Monitoring and Reporting Program (MRP)- Please review the draft and provide <br /> any comments no later than 10 May 2000. I anticipate that the Executive Officer will issue the <br /> MRP in mid-May and that you will need to begin monitoring in June. <br /> • Second, you shall prepare a workplan for installation, development, and sampling of groundwater <br /> monitoring wells. The workplan and subsequent well installation report shall be prepared in <br /> accordance with the attached document titled, "Items to be included in a Monitoring Well <br /> Installation Workplan and a Monitoring Well Installation Report of Results." The workplan and <br /> well installation report shall be prepared under the super-vision of a registered geologist or <br /> engineer. Groundwater depth and quality must be monitored by groundwater monitoring wells <br /> installed at both the deep and shallow pond areas. Please submit a groundwater well installation <br /> workplan, consistent with the attached guidance documenz by 26 May 2000. <br /> • Third, by 15 January 2001, please submit a technical report that evaluates the wastewater <br /> generation processes and opportunities for recycling, salt r--duction, and pretreatment prior to <br /> discharge. The evaluation report shall be prepared by a re`=istered engineer, experienced in <br /> winery and stillage wastewater generation.
