MEMORANDUM
CALIFORNIA REGIONAL WATER QUALITY CONTROL BOARD - CENTRAL VALLEY REGION
3443 Roder Road Phone: (916) 361-5600
Sacramento, CA 95827-3098 ATSS Phone: 8-495-5600
TO: Ton Vorster " / FROM: Twila Leclerc
Senior Engineer Area Engineer
DATE: 24 July 1989 SIGNATURE: J/j b o , ikz
SUBJECT: Dole Fresh Fruit/Victor Fruit Ground Water Monitoring Proposal
I have reviewed the report, "Technical Report Relating to Updating of Waste Discharge
Requirements for Dole Fresh Fruit Company, Victor Fruit, " dated 30 June 1989, prepared by
Tenera Environmental Services, and have the following comments:
1. The monthly total dissolved solids (TDS) levels from 1983 to 1988 range from 185 mg/l
to 33,700 mg/l . Why are the levels so varied? Weekly TDS sampling should be
correlated with weekly specific conductivity sampling for verification of the data.
TDS source control should be pursued.
2. Table 2-3, B. , shows quarterly TDS levels from 1983 to 1988 in "on-site wells." For
this data to be of any use, Dole needs to show the screen depths of these wells and
where they are located. Samples from shallow wells will indicate TDS contamination
of the shallow aquifer more accurately than deep wells. Dole also needs to show the
"true" background TDS levels in the shallow ground water, which, again, can only be
determined by using a shallow background well with known construction data.
3. How will the potential for downward migration of high TDS level discharges to ground
water be reduced by irrigating the vineyards during the dry weather season?
4. More information is needed on the vineyard irrigation, such as where they are located,
when they are irrigated, the quantity of wastewater used, and what, if any, dilution
of the wastewater was used for irrigation.
5. Dole's response to our ground water monitoring request was to monitor four existing
wells in the vicinity of the discharge. We need the following information to evaluate
this proposal :
a. Depth and well specifications for all existing wells (including production wells)
b. Depth to ground water
C. Ground water level data and direction of ground water
d. Site map to scale showing locations of all wells, the percolation checks, and
the vineyard
