Staff Report • • -3- R. Lawson Enterprises, LLC dba WildRose Vineyards On 22 August 2001, the Executive Officer issued an ACL Complaint(ACLC) to the Discharger for failure to comply with the WDRs. The Discharger did not accept the certified mail package and therefore the U.S. Postal Service returned the ACLC to the Regional Board. On 9 October 2001, the Executive Officer reissued the ACLC for$25,000 and the ACLC was hand-delivered to Robert Lawson(the Discharger) by a legal process service. The Discharger contacted staff on 6 November 2001 to request that this matter be heard before the Regional Board. OTHER COMPLIANCE ISSUES It should be pointed out that there is an ongoing pattern of non-cooperation and disregard for regulatory requirements by the Discharger.
