Any proposed change in sludge disposal from a previously approved practice (as described in <br /> these WDRs) shall be reported to this office at least 90 days in advance of the change. <br /> E. Groundwater Limitations: <br /> The discharge, in combination with other sources, shall not cause underlying groundwater to <br /> contain waste constituents in concentrations statistically greater than background water quality, <br /> except for coliform. For coliform, increases shall not cause the most probable number of total <br /> coliform organisms to exceed 2.2/100 ml over any 7-day period. <br /> F. Provisions: <br /> 1. By 16 June 2001 the Discharger shall comply with Discharge Specification B.5. In the <br /> meantime, the Discharger shall use best management practices to reduce the amount of salts <br /> entering the wastewater, and to maintain compliance with all other Prohibitions and <br /> Specifications contained within this Order. <br /> 2. Pursuant to Section 13267 of the California Water Code, the Discharger shall submit the <br /> following reports: <br /> a. By 15 September 2000, the Discharger shall install a meter to measure the flow of <br /> winery wastewater to the land application areas. <br /> b. By 6 October 2000, the Discharger shall submit a groundwater monitoring well <br /> installation workplan to monitor the effect of wastewater application on the underlying <br /> groundwater. The workplan shall be prepared by a California Registered Geologist or <br /> Engineer. The workplan shall be consistent with Attachment C, "Items to be Included in <br /> a Monitoring Well Installation Workplan and a Monitoring Well Installation Report of <br /> Results. " <br /> c. By 31 December 2000, the Discharger shall submit an Operation and Wastewater <br /> Management Plan (O&WM Plan)prepared by a California Registered Engineer which <br /> addresses operation of the wastewater treatment and disposal facility. At a minimum, <br /> the 0&WM Plan will describe operation of the wastewater facility to prevent disposal <br /> of water with excessive nitrogen,nitrate, or fixed dissolved solids concentrations. The <br /> report shall include winery expansion considerations, contingency plans for periods of <br /> extended rain, and the associated facility improvements needed to meet the <br /> requirements of this Order, including all Discharge Specifications and Groundwater <br /> Limitations. <br /> d. By 6 January 2001,the Discharger shall submit a groundwater well installation report. <br /> The report shall be prepared by a California Registered Geologist or Engineer and shall <br /> be consistent with Attachment C. <br /> 3. If winery discharges to the application areas are determined to have, or are likely to, impact <br /> groundwater quality based on the Operation and Wastewater Management Plan or <br /> subsequent monitoring reports, then a Wastewater Mitigation Plan shall be submitted within <br /> C:Nraject Fda\Si�w\Wild Rose\WRose dft WDRd.. <br />
