2.0 INTRODUCTION <br /> At the request of Cathay Bank, Ceres Associates conducted a Phase II Environmental Site <br /> Assessment-soil and groundwater sampling (ESA) at the Fortner Valley Cleaners located at 3240 <br /> North Tracy Boulevard, Tracy, San Joaquin County, California (Property) (refer to Figure 1 - <br /> Property Location Map). <br /> 2.1 PURPOSE <br /> The purpose of this Phase II ESA was to identify possible contamination of the local environment <br /> originating from past uses of the Property; specifically, in the area of a former.dry cleaner at the - <br /> site from 1982 until at least 1994. <br /> 2.2 PHYSICAL SET'T'ING <br /> The Property is located on North Tracy Boulevard, south of the intersection of Clover and North <br /> Tracy Boulevard (refer to Figure 1 -Property Location Map). The surrounding'areas to the north <br /> and west are predominantly developed with retail stores, restaurants,,and an ARCO fuel station. <br /> The surrounding areas to the south and east are developed with residential structures. <br /> According to the United States Department of Agriculture, Soil Conservation Service, the soil in <br /> the area of the Property is reported to be Capay Clay series. From 0 to 20 inches the soil is <br /> reportedly clay. From 20 to 60 inches the soil is reportedly clay, silty clay. The permeability is <br /> reported to be between 0.06 and 0.2 inches per hour. The soil has a high shrink-swell potential. <br /> 2.3 BACKGROUND <br /> The Property is part of larger shopping center covering approximately 5.25 acres. The center is <br /> developed with three buildings of which the Property is a portion of the southern=most building. <br /> The Property was historically in agricultural use (row-craps) from at least 1937 until. 1982. From <br /> 1982 until the present time, the Property has been developed as a portion of,the larger Valley <br /> Shopping Center. The Property was historically used as a dry cleaners from 1982 until at least <br /> 1994. Other retail tenants have occupied the Property since approximately 1994. <br /> The Property is currently in use as a retail/snow equipment rentals and repair store (Suirumit <br /> Mountain Sports). <br /> Ceres Associates prepared a Phase I Environmental Site Assessment for the Property dated January <br /> 5, 2004.
