(Cambria) on behalf of Shell Oil Product US (Shell) is
working on an environmental site assessment at the above referenced site. The work we do for
Shell is overseen and directed by the San Joaquin County Public Health Services,Environmental
Health Division (SJCPHS/EHD). SJCPHS/EHD has directed us to further investigate the
groundwater beneath and surrounding the subject site. We have prepared a work plan which has
been approved by the SJCPHS/EHD. The work plan proposes four monitoring well be installed
northeast of the subject site (Figure 1). These wells :are necessary to evaluate groundwater
quality east and northeast of the subject site.
1 a
We have previously submitted an encroachment permit application for these wells and the
application was denied on the grounds that the City of Tracy does not allow monitoring wells in
the public right of way. We are now asking.for a variance to allow our wells to be installed as
proposed. The wells are a critical component of our ongoing investigation at this site. It is
important for us to be able to collect quarterly groundwater samples from the proposed wells to
fully assess groundwater quality. Without the quarterly data the assessment of the site cannot
proceed.
i
Oakland, CA As per our phone conversation today, I am writing this letter to explain our situation in an
San Ramon, CA
Sonoma, CA attempt to get a variance from the City of Tracy to allow;us to install the necessary wells.
I
Cambria The wells we install would be completed flush with grade in traffic rated vault boxes that are
Environmental
Technology,Inc. labeled "Monitoring Well." The wells we are proposing may be needed for a period of five
years, depending on the groundwater quality data we collect from them We will not know
270 Perkins Street
P.O.Box 259
Sonoma,CA 95476
Tel(707)935-4850
Fax(707)935-6649
