(Cambria) on behalf of Shell Oil Product US (Shell) is <br /> working on an environmental site assessment at the above referenced site. The work we do for <br /> Shell is overseen and directed by the San Joaquin County Public Health Services,Environmental <br /> Health Division (SJCPHS/EHD). SJCPHS/EHD has directed us to further investigate the <br /> groundwater beneath and surrounding the subject site. We have prepared a work plan which has <br /> been approved by the SJCPHS/EHD. The work plan proposes four monitoring well be installed <br /> northeast of the subject site (Figure 1). These wells :are necessary to evaluate groundwater <br /> quality east and northeast of the subject site. <br /> 1 a <br /> We have previously submitted an encroachment permit application for these wells and the <br /> application was denied on the grounds that the City of Tracy does not allow monitoring wells in <br /> the public right of way. We are now asking.for a variance to allow our wells to be installed as <br /> proposed. The wells are a critical component of our ongoing investigation at this site. It is <br /> important for us to be able to collect quarterly groundwater samples from the proposed wells to <br /> fully assess groundwater quality. Without the quarterly data the assessment of the site cannot <br /> proceed. <br /> i <br /> Oakland, CA As per our phone conversation today, I am writing this letter to explain our situation in an <br /> San Ramon, CA <br /> Sonoma, CA attempt to get a variance from the City of Tracy to allow;us to install the necessary wells. <br /> I <br /> Cambria The wells we install would be completed flush with grade in traffic rated vault boxes that are <br /> Environmental <br /> Technology,Inc. labeled "Monitoring Well."
