The City of Escalon (Discharger) owns and operates the facility. <br /> On 15 February 2011, Central Valley Water Board staff inspected the facility to evaluate the <br /> current condition of the WWTF and compliance with the WDRs. Staff was accompanied by <br /> John Welch, Chief Plant Operator. The following summarizes discussions and observations <br /> made during the inspection. A photographic log is enclosed. <br /> • The wastewater treatment system consists of twenty three evaporation/percolation <br /> ponds. Several of which are mechanically aerated. <br /> • Industrial Wastewater Pond No. 2 was in use and had adequate freeboard. <br /> • Industrial Wastewater Ponds 1, 3, and 4 were off-line and being prepared for annual <br /> maintenance (sludge removal, ripping, erosion control, aerator servicing). <br /> • Industrial Wastewater Ponds 2 and 3 have been equipped with an oxygen injection <br /> system to increase dissolved oxygen concentrations in the ponds. <br /> • Domestic Wastewater Ponds 5 through 9 were in use with adequate freeboard and <br /> minimal odors. <br /> • Domestic Wastewater Pond No. 5 contained clumps of cattails within the pond. <br /> • Wastewater Pond No. 22 has been subdivided into two sections and is being utilized <br /> as a sludge drying area.
