According to Mr. Welch the City is in the process of developing <br /> the plan now. <br /> In general the facility appeared to be well operated and maintained. However, the vegetation <br /> in Domestic Pond No. 5 is a violation of Discharge Specification B. 8 of Waste Discharge <br /> Requirements Order 5-00-142 and must be removed. Discharge Specification B.8 of Order <br /> 5-00-142 states: <br /> The discharge to conveyance systems, settling basins, ponds, or land <br /> disposal areas not adequately maintained to prevent off-site nuisance, <br /> fly breeding, or mosquito breeding is prohibited. <br /> Additionally, Solids Disposal Requirements C.1 of Order 5-00-142 states.- <br /> Collected <br /> tates:Collected screenings, sludge, and other solids removed from liquid <br /> wastes shall be disposed of in a manner approved by the Executive <br /> Officer, and consistent with Consolidated Regulations for Treatment, <br /> Storage, Processing, or Disposal of Solid Waste, as set forth in Title <br /> 27, CCR, Subdivision 1, Section 20005, et seq. <br /> The use of Pond 22 as a sludge drying bed or long-term sludge storage area has not been <br /> approved by the Executive Officer and the sludge must be removed. <br /> Finally, staff has reviewed monthly monitoring reports for the period of January 2010 through <br /> December 2010 and detected the following violations: <br /> 1. The monthly monitoring reports for January through December 2010 (inclusive) do not <br /> contain the required certification statement. <br /> 2. The October 2010 monitoring report indicates that the biochemical oxygen demand <br /> concentration for the domestic effluent exceeded the monthly average concentration <br /> limit and no confirmation sample was taken as required by Order 5-00-142. <br /> 3. The concentration of biochemical oxygen demand for industrial effluent exceeded the <br /> monthly average concentration limit in September, October, and November 2010, <br /> By 1 June 2011, the Discharger must submit the following: <br /> 1. Biochemical Oxygen Demand Compliance Plan.
