City of Escalon 3 24 September 2014 <br /> San Joaquin County <br /> apparently stopped the seep by placing several yards of soil and bentonite clay on the inner <br /> pond berm. <br /> At 11:13 p.m. Mr. McCoy submitted a spill report (via e-mail) describing when the spill was <br /> identified, the City's notification to appropriate regulatory agencies, an estimated flow rate and <br /> the corrective actions that the City had taken to stop the spill. According to the report, the leak <br /> re-occurred sometime after 5:30 and the City was able to stop the leak at approximately 9:30 <br /> p.m. after placing approximately 50 cubic yards of soil and bentonite clay on the inner berm of <br /> Pond 12. <br /> On Thursday, 18 September 2014, at approximately 10:15 am the wastewater treatment plant <br /> operator informed staff that no additional seepage was occurring from the east berm of pond 12 <br /> and the discharge into pond 12 was ceased by closing the discharge valve. <br /> On Monday, 22 September 2014, the wastewater treatment plant operator informed staff that <br /> discharges into pond 12 resumed on Sunday for approximately six hours. No seepage from the <br /> berm was observed during subsequent inspections of the pond berm. <br /> The discharge of industrial wastewater to the Stanislaus River is a violation of Prohibitions A.1 <br /> and A.2 of Order 5-00-142, which state, "Discharge of wastes to surface water drainage courses <br /> is prohibited."and "Bypass or overflow of untreated or partially treated waste is prohibited." <br /> Odors: <br /> The Regional Board previously adopted Cease and Desist Order R5-2003-0124, which <br /> addressed odor complaints associated with the discharge of industrial wastewater to the <br /> Escalon WWTF. The CDO required implementation of pretreatment programs and seasonal <br /> start up procedures. Additionally, the CDO required the City to enhance treatment and disposal <br /> capacity at the WWTF. After completion of the facility improvements, the CDO was rescinded in <br /> December 2011. <br /> Beginning on 5 August 2014, Regional Board staff began receiving odor complaints from <br /> residences, located in the Del Rio subdivision, approximately one half mile south of the Escalon <br /> WWTF. Regional Board staff notified the City of the complaints and requested that the City <br /> review their monitoring data and see if there were any operational issues at the WWTF. City <br /> staff responded that there were no operational issues at the WWTF. <br /> On 22 September 2014, San Joaquin Valley Air Pollution Control District staff contacted <br /> Regional Board staff and stated that on September 19th, 20th and 21St, air district staff responded <br /> to residences in the Del Rio subdivision and confirmed the presence of odors associated with <br /> Escalon's WWTF. <br /> The presence of odors associated with wastewater from the WWTF in the Del Rio subdivision is <br /> a violation of Discharge Specification B.6 of Order 5-00-142, which states "Objectionable odors <br /> originating at this facility shall not be perceivable beyond the limits of the wastewater treatment <br /> facility." <br /> Violation Summary: <br /> The failure to maintain adequate pond vegetation control to prevent nuisance conditions, pond <br /> freeboard to prevent bypass, and the overflow of wastewater to adjacent wastewater ponds and <br />
