i R.O. BOX 439 . LOOI, CA 96241-0439 . (209)339-6263 . FAX (209) 334-2610
) 6
NAMEPLATE CORPORATION
October 14, 1993
Mary F. Meays OC i 1 4 93
San Joaquin County
PHS/EHD ENVIRONMENTAL HEALTH
445 N. San Joaquin PERMIT/SERVICES
Stockton CA 95201
RE: Proposed Remedial Action Plan
Dear Ms. Meays:
Please find enclosed the proposed Remedial Action Plan for
closure of the concrete bunker. Please review and approve this
work plan for closure of the concrete bunker.
Before undertaking this work Lustre-Cal requests assurance
from San Joaquin County that some hydrocarbon impacted soil can be
left in place.
Soil underneath and that which provides foundational support
to the brick building which houses the Lustre-Cal place of business
should be allowed to remain in place. Due to technical problems it
is not feasible to remove that soil without endangering the
integrity of the building. The nature of the hydrocarbons which
may be in the soil, predominantly heavy immobile hydrocarbons, and
depth to local groundwater do not present risks to the public at
large.
It is our (Lustre-Cal' s and Ackel's) consultant' s belief that
the hydrocarbons do not present a threat to local ground water.
Therefore we request the county approve the closure plan without
requesting further drilling or work, namely groundwater monitoring
wells .
Lustre-Cal is seeking the State' s concurrence that removed
soil would not be considered RCRA material nor waste.
If you need to contact me or have any questions, I can be
reached at 334-6263.
Sincerely
Rod Hunter
Corporate Chemical Engineer
Lustre-Cal Nameplate
c: WZI Inc.
c: Ackel Properties
c: CAL-EPA DTSC
Enclosure
"OVALITY IGEN TIFICATION YOV CAN DEPEND ON"
LOOI NEALCSBVRO
