Ms. Laurie Cotulla
Nova7zber 30, 1992
Page 2
Based on information provided by the LUFT manual and LNC's
Report of Soil Sampling And Analysis dated September 15, 1992, it
appears that soil around the tank will require cleanup. LNC's
consultant has recommended that impacted soils be excavated and
transported from the site to a licensed landfill. However, we
believe that they have not fully characterized the extent of
contamination, and that additional soil and groundwater sampling
should be conducted.
It is DTSC's understanding that your Department has primary
oversight authority for the cleanup of leaking underground
storage tanks in San Joaquin County. If this is correct I would
like to request that your Department take over primary
responsibility for overseeing the cleanup at LNC. If this is
agreeable to you, we will contact LNC and request that they pay
your Department any fees associated with oversight conducted by
your Department.
INC appears anxious to continue the cleanup process, and I
would like to resolve the issue of oversight soon. Please
contact me at your earliest convenience. I can be reached at
(916) 255-3645.
Sincerely,
Nand ZC.
