Box 439 <br /> Lodi, CA 95241-0439 <br /> Dear Mr. Kerbs: <br /> LUSTRE-CAL NAMEPLATE CORPORATION, LODI: SOIL SAMPLING PLAN AND <br /> SEALING OF CONCRETE BUNKER <br /> The Department of Health Services (DHS) has decided on those <br /> matters mentioned in your past correspondence dated 22 July 1985 <br /> and 24 October 1985. Discussion on each point is outlined below. <br /> 1. Proposed bunker sealing procedures and sampling plan <br /> for bunker <br /> The remedial action closure plan submitted together <br /> with the soil sampling program is not adequate and do <br /> not meet the requirements of the Health and Safety Code <br /> Section 25300 et. seq. The underground bunker must be <br /> removed and soil samples will be taken from the area <br /> beneath the tank. These samples must prove that no <br /> leakage of hazardous waste from the removed tank to the <br /> soil has occurred. ) If contamination is found, further <br /> investigation must be done to explore the extent of <br /> contamination to soil and groundwater. A detailed <br /> sampling plan must be submitted specifying number of <br /> samples to be taken, how samples will be collected, <br /> sampling equipmentlused and what analytical test will <br /> be run on each sample. The sampling plan must also <br /> provide for an adequate quality assurance and quality <br /> control program, chain of custody documentation and <br /> analysis by a DHS dertified laboratory. A health and <br /> safety plan for the site investigaiton is also <br /> required. <br /> 2 . Soil sampling Plan for Facilit Parkin Lot and All <br /> Other Areas Where azardous Waste Has Been Disposed. <br /> The parking lot or "turn around area" as well as areas <br /> B,C, and D must be investigated to assess the levels <br /> and extent of contamination. All known or suspected <br /> areas where hazardous waste has been disposed of will <br />
