Wal INC <br /> 2) Soil impacted by hydrocarbon compounds from fuel leakage at the <br /> concrete tank site is restricted to a distance of five feet from the sidewalls <br /> and floor of the tank These hydrocarbon concentrations to the soil are <br /> above action levels as outlined by the CRWQCB in the LUFT manual and <br /> some manner of mitigation will be required <br /> 3) Soil impacted by chlorinated hydrocarbons is present an the area <br /> immediately north of the concrete tank, Concentrations are at or above <br /> action levels as designated by the California Department of Health Services <br /> 4) Local ground water beneath the Lustre-Cal site as not likely impacted by <br /> hydrocarbon compounds The potential for local ground water <br /> contamination from chlorinated hydrocarbon compounds in the soil as <br /> unevaluated <br /> WZI recommends the following actions <br /> 1) Prepare a Health Rask Assessment for the hydrocarbon contaminated soil <br /> below the concrete tank to determine if the soil can be left an place This <br /> assessment would be provided to San Joaquin County for their review and <br /> approval <br /> 2) Prepare a remedial action plan for hydrocarbon contaminated soil that will <br /> describe the effort to excavate hydrocarbon contaminated soil where <br /> practical <br /> This remedial action plan should include a plan to be submitted to San Joaquin County <br /> for approval for the formal abandonment of the concrete tank The tank should be <br /> emptied of all fluid and the anterior should be cleaned All piping related to the tank <br /> should be removed where practical and of not feasible, all remaining piping should be <br /> cleaned and backf lJed by grout as appropriate The tank should be filled with inert <br /> material (sand) or other material as appropriate according to San Joaquin County <br /> regulations An impermeable cap of asphalt or cement should be placed over the former <br /> tank location to prevent downward migrating surface runoff water from entering the <br /> 12-270010 01 3 Page 4 <br />
