CALIFORNIA REGIONAL WATER QUALITY CONTROL BOARD <br /> CENTRAL VALLEY REGION <br /> ORDER NO. 90-312 <br /> WASTE DISCHARGE REQUIREMENTS <br /> FOR <br /> LOCKEFORD COMMUNITY SERVICES DISTRICT <br /> WASTEWATER TREATMENT AND DISPOSAL <br /> SAN JOAQUIN COUNTY <br /> The California Regional Water Quality Control Board, Central Valley Region, <br /> (hereafter Board) finds: <br /> 1. Lockeford Community Services District (hereafter Discharger) submitted a <br /> Report of Waste Discharge, dated 24 November 1986, and supplemental <br /> information dated 16 December 1987, 5 February 1990, and 15 August 1990. <br /> 2. The treatment facility is in Section 31 , T4N, R8E, MDB&M, with surface <br /> water drainage to Bear Creek. The property (Assessor' s Parcel Nos. 053- <br /> 030-39 and 053-030-510) is owned by Lockeford Community Services District. <br /> The land used for irrigation is owned by Albert and Marianne Warmerdam. <br /> 3. The Board, on 24 June 1977, adopted Waste Discharge Requirements Order <br /> No. 77-129 (NPDES Permit No. ' CA0079812) which prescribed requirements for <br /> a winter discharge of a maximum of 0.22 million gallons per day (mgd) of <br /> treated effluent to Bear Creek. Order No. 77-129 also prescribed effluent <br /> requirements for irrigation of feed and forage crops during the summer <br /> months (Reclamation Requirements Order No. 79-74) . Enforcement Order <br /> No. 77-130 was issued for implementation of the facilities to meet surface <br /> water discharge requirements according to a time schedule. However, <br /> discharge to Bear Creek never occurred. <br /> 4. The Discharger discharges an average of 220,000 gallons per day (gpd) of <br /> treated domestic waste to ponds with subsequent irrigation of 115 acres <br /> feed and forage crops. The treatment facility includes two facultative <br /> ponds, two storage ponds, and a remote storage pond. <br /> 5. The Discharger proposes to discharge a maximum of 710,000 gpd of treated <br /> domestic waste and proposes to convert a facultative pond to an aeration <br /> treatment pond via the addition of five 7.5-HP directional aerators; <br /> convert the other facultative pond to a storage pond; and expand the remote <br /> storage pond. There will be no discharge to surface waters. Seasonal <br /> irrigation will continue (Reclamation Requirements Order No. ) . <br /> 6. Present waste discharge requirements established by the Board are neither <br /> adequate nor consistent with plans and policies of the Board. <br />
