WASTE DISCHARGE REQUIREMENTS <br /> LOCKEFORD COMMUNITY SERVICES DISTRICT -2- <br /> WASTEWATER TREATMENT AND DISPOSAL <br /> SAN JOAQUIN COUNTY <br /> 7. The Report of Waste Discharge and monitoring reports describe the discharge <br /> as follows: <br /> Existing Flow: 0.22 mgd <br /> Proposed Flow: 0.34 mgd <br /> Design Flow: 0.35 mgd <br /> Influent Effluent <br /> Constituent LMIL11 m 1 <br /> BOD 230 9 <br /> SS 245 40 <br /> TDS 503 <br /> 8. The beneficial uses of Bear Creek are municipal , industrial , and <br /> agricultural supply; recreation; aesthetic enjoyment; and preservation and <br /> enhancement of fish, wildlife and other aquatic resources. <br /> 9. The beneficial uses of the ground water are domestic, municipal , <br /> industrial , and agricultural supply. <br /> 10. The Board has adopted a Water Quality Control Plan, 2nd Edition, for the <br /> Sacramento-San Joaquin River Basin (5B) which contains water quality <br /> objectives for all waters of the Basin. These requirements are consistent <br /> with that Plan. <br /> 11 . The action to revise waste discharge requirements for this facility is <br /> exempt from the provisions of the California Environmental Quality Act in <br /> accordance with Section 15301 , Title 14, California Code of Regulations <br /> (CCR). <br /> 12. This discharge is exempt from the requirements of Section 2511(b) , Chapter <br /> 15, Division 3, Title 23, of the CCR, because the Board has issued waste <br /> discharge requirements, the discharge is in compliance with the applicable <br /> Water Quality Control Plan, and the wastewater does not need to be managed <br /> according to Chapter 30, Division 4, Title 22, CCR, as a hazardous waste. <br /> 13. The Board has notified the Discharger and interested agencies and persons <br /> of its intent to prescribe waste discharge requirements for this discharge. <br /> 14. The Board, in a public meeting, heard and considered all comments <br /> pertaining to the discharge. <br />
