WASTE DISCHARGE REQUIREMENTS -3- <br /> LOCKEFORD COMMUNITY SERVICES DISTRICT <br /> WASTEWATER TREATMENT AND DISPOSAL <br /> SAN JOAQUIN COUNTY <br /> IT IS HEREBY ORDERED that Order Nos. 77-129 and 77-130 be rescinded and Lockeford <br /> Community Services District, in order to meet the provisions contained in <br /> Division 7 of the California Water Code and regulations adopted thereunder, shall <br /> comply with the following: <br /> A. Discharge Prohibitions: <br /> 1 . The direct discharge of wastes to surface waters or surface water <br /> drainage courses is prohibited. <br /> 2. The by-pass or overflow of untreated or partially-treated waste is <br /> prohibited. <br /> B. Effluent Limitations: <br /> 1 . Reclaimed wastewater shall meet the criteria contained in Title 22, <br /> Division 4, CCR (Section 60301 , et seq. ) . <br /> C. Discharge Specifications: <br /> 1 . Neither the treatment nor the discharge shall cause a nuisance or <br /> condition of pollution as defined by the California Water Code, <br /> Section 13050. <br /> 2. The discharge shall not cause degradation of any water supply. <br /> 3. The discharge shall remain within the designated disposal area at all <br /> times. <br /> 4. Wastewater shall be discharged only 'Co those lands for which <br /> reclamation permits have been issued. <br /> 5. The 30-day average daily dry weather discharge flow shall not exceed <br /> 0.71 million gallons. <br /> 6. Collected screenings, sludges, and other solids removed from liquid <br /> wastes shall be disposed of in a manner approved by the Executive <br /> Officer. <br /> 7. The dissolved oxygen content of holding ponds shall not be less than <br /> 1.0 mg/l for 16 hours in any 24-hour period. <br /> 8. Wastewater ponds shall maintain a minimum of two feet of freeboard at <br /> all times. <br />
