CALIFORNIA REGIONAL WATER QUALITY CONTROL BOARD <br /> CENTRAL VALLEY REGION <br /> ORDER NO. 90-313 <br /> WASTEWATER RECLAMATION REQUIREMENTS <br /> FOR <br /> ALBERT AND MARIANNE WARMERDAM <br /> AND <br /> LOCKEFORD COMMUNITY SERVICES DISTRICT <br /> SAN JOAQUIN COUNTY <br /> The California Regional Water Quality Control Board, Central Valley Region, <br /> (hereafter Board) finds that: <br /> 1. Lockeford Community Services District (hereafter Reclaimer) and Albert and <br /> Marianne Warmerdam (hereafter User) filed a Report of Wastewater <br /> Reclamation with the Board on 15 September 1978, pursuant to Section <br /> 13522.5 of the California Water Code, for a proposed reclamation project <br /> that will utilize treated effluent from the Lockeford Community Services <br /> District wastewater treatment facility. <br /> 2. The Board, on 23 March 1979, adopted Wastewater Reclamation Requirements <br /> Order No. 79-74 which prescribed requirements for Albert and Marianne <br /> Warmerdam, landowners of Assessor' s Parcel No. 053-03-500, to flood <br /> irrigate 115 acres of feed and forage crops with treated effluent from <br /> Lockeford Community Services District. <br /> 3. The reclamation site is two miles south of Lockeford in Section 6, T3N, <br /> R8E, MDB&M. (See Attachment A which is a part of this Order. ) <br /> 4. The reclamation site totals 115 acres and is owned by Albert and Marianne <br /> Warmerdam, who are supplied with reclaimed water by Lockeford Community <br /> Services District, under an Agreement dated 10 November 1977 and amended <br /> 19 March 1987. The annual flow was increased from 50 acre-feet to 375 <br /> acre-feet. The Agreement expires on 31 December 2008. <br /> 5. User will manage the distribution of reclaimed water and utilize the <br /> treated effluent to irrigate clover pasture and fodder. Treated effluent <br /> is to be stored in ponds at the wastewater treatment facility, and in one <br /> remote storage pond on the Warmerdam property. (See Attachment A. ) <br /> 6. Reclaimer is proposing to produce up to 0.71 million gallons per day (mgd) <br /> of effluent. The User has agreed to take all water delivered as Reclaimer <br /> deems necessary for the safe and efficient use of the wastewater treatment <br /> and disposal facility. The discharge from the wastewater treatment <br /> facility is regulated by Waste Discharge Requirements Order No. 90-312. <br /> 7. The State Department of Health Services has established state-wide <br /> reclamation criteria (Title 22, Division 4, Chapter 4, of the California <br /> Code of Regulations (CCR)) for the use of reclaimed wastewater. <br />
