Serpa ENVIRONMENTAL HEALTH <br /> Facility #6080 PERMIT/SERVICES <br /> 85 East Louise Avenue <br /> Lathrop, California 95330 <br /> DATE: February 13 , 1989 <br /> SUBJECT: DELIVERY SHORTAGE 2-9-89 CALZONA TRUCK LINES <br /> INVOICE #12609500 LOADED AT MOBIL TERMINAL, STOCKTON, <br /> ' \DELIVERED 1600 HOURS <br /> In accordance with company contractual agreement and in compliance <br /> with local and state health department requirements , the following <br /> memorandum is herewith submitted for record and mitigation. <br /> Attached is a copy of the daily tank reconciliation record (metered <br /> sales and daily stick readings ) maintained by this facility for the <br /> month of February, 1989 . <br /> Your attention is respectfully directed to entries for February <br /> 9 , 1989 which reflect a net gallon shortage of 519 gallons of <br /> unleaded gasoline . Compiled on a "gross" gallon delivery, this <br /> amount would be 482 gallons . There were no overages on the <br /> regular or supreme products . <br /> Repeated and separate stick readings made by the undersigned and <br /> the manager at 8 : 08 a .m. on February 10 , 1989 confirm the variance . <br /> (Daily report for 2-9-89) <br /> We are positive of the accuracy of all measurements and figures . <br /> In view of the above, we can only conclude the following : <br /> A. The delivery was short <br /> B . Possible unleaded tank leak <br /> 1 . The installation of new double wall fiberglass <br /> tanks in October , 1984 tends to preclude this <br /> possibility. <br /> 2 . All leak detection equipment was checked and <br /> found to be functioning properly. <br /> 3 . Insufficient variances prior to and following this <br /> delivery to suspect a leak. <br /> C . Theft by siphoning or pump device from storage tank. <br />
