InitiAlr:
Mr.
Arc
MONITORING AND RESPONSE PLAN - ITE
ARCO PRODUCTS COMPANY FACELITY WITH
SECONDARY CONTAINMENT OF UNDERGROUND STORAGE TANKS WITH SINGLE
WALL PRODUCT LINES
ARCO Facility #6080 Address 85 E. Louise Avenue
Lathrop, CA 95330
This plan is designed to meet the monitoring and response requirements of Title 23, CCR, Article 3, Section 2632 and
Article 4, Section 2643(c)(2)(B)and (d(1)&(d)(3).
1. DETECTION METHOD
Tanks-Monthly Inventory Reconciliation and continuous monitor.
Lynes-Automatic Pressure Line Leak Detectors and Annual Line Tightness Testing.
2. MONTTORIING EQUIPMENT
Secondarily contained storage tanks are monitored by a continuous electronic leak detection system which
consists of an alarm panel, sensors and associated electronics. Liquid sensors are installed in the annular space
of each double will tank. Whenever a sensor detects the presence of a liquid there is both a visual and audible
alarm at the control panel.
Automatic line leak detectors are installed on the single wall pressurized product piping. The line leak detector
will detect a loss of pressure in the product lines and restrict the flow of product.
3. MAIYTENANCE SCHEDULE OF MONTTORIING EQUIPMENT
The continuous electronic leak detection system including line leak detectors will be inspected according to the
manufacturer's instructions by an outside contractor once during each calendar year.
4. MONITORING PROCEDURE- INVENTORY RECONCILIATION
Inventory reconciliation will be performed in compliance with the details of Section 2646, Article 4, Title 23,
CCR (copy attached and hereby incorporated).
A. The daily variation in inventory reconciliation shall be the difference between physically measured
inventory in storage and the calculated inventory in storage.
B. The physically measured inventory shall be determined at approximately the same time each day by
taking liquid level measurement (stick reading)and converting it to gallons using a calibration chart.
C. The calculated inventory shall be determined at approximately the same time of day for each business
day by adding the inputs and subtracting the withdrawals from the physically measured inventory
determined the day before.
