D. These variations shall be summed for a period of one month. Monthly variations exceeding a variation <br /> of 1.0 percent of the monthly tank delivery plus 130 gallons must be investigated in accordance with <br /> instructions attached. <br /> See Exhibit A for reconciliation form. <br /> 5. MONITORING PROCEDURE-ELECTRONIC MONITOR <br /> On a daily basis the facility operator shall: <br /> A. Inspect the control panel for visual and audible alarm signals to confirm that the unit is operating. <br /> B. Inspect island and tank fill areas for signs of spillage or petroleum sheen. <br /> C. Record the inspection observations on the Daily Visual Monitoring Log (Form APPC-765: attached.) <br /> 6. RESPONSE PLAN - INVENTORY RECONCILIATION <br /> OPERATOR RESPONSIBILITIIES <br /> If the monthly inventory reconciliation exceeds the allowable variation the OPERATOR shall: <br /> A. Verbally notify ARCO Maintenance IMMEDIATELY of a suspected unauthorized release upon <br /> completion of ANY inventory reconciliation which exceeds the allowable variation. Notification to <br /> ARCO must be in sufficient time to allow ARCO to report the suspected unauthorized release to the <br /> local implementing agency within 24 hours of the inventory reconciliation which indicated the <br /> allowable variation was exceeded. <br /> B. Within 24 hours of discovering a variation which exceeds the allowable variation, review the inventory <br /> records for the preceding 30 days and determine if a calculation error exists that caused the apparent <br /> excessive variation. <br /> C. Continue to conduct inventory reconciliation. If a second 30-day period of data confirms the initial <br /> results, notify ARCO Maintenance IMMEDIATELY and record in the monitoring record the action <br /> taken. <br /> NOTE: If prior to month-end daily inventory reconciliations indicate a suspected release, <br /> report it immediately to ARCO Maintenance Do not wait until the end of the month to <br /> rwrt, <br /> ARCO RESPONSIBILITIES <br /> A. Upon notification by the Operator of a suspected unauthorized release, verbally notify the local <br /> implementing agency within 24 hours of discovery by the operator of any inventory reconciliation <br /> which exceeds the allowable variation. <br /> B. Within 24 hours of the notification by the Operator of a suspected unauthorized release, have all readily <br /> accessible facilities carefully inspected for leakage by appropriately trained persons and by following <br /> procedures in ARCO Products Company Procedure G.01. <br /> C. Have all dispenser meters associated with hazardous substance withdrawal checked for calibration <br /> within 24 hours of the inspection in item B. <br />
