D. These variations shall be summed for a period of one month. Monthly variations exceeding a variation of 1.0 percent of the monthly tank delivery plus 130 gallons must be investigated in accordance with instructions attached. See Exhibit A for reconciliation form. 5. MONITORING PROCEDURE-ELECTRONIC MONITOR On a daily basis the facility operator shall: A. Inspect the control panel for visual and audible alarm signals to confirm that the unit is operating. B. Inspect island and tank fill areas for signs of spillage or petroleum sheen. C. Record the inspection observations on the Daily Visual Monitoring Log (Form APPC-765: attached.) 6. RESPONSE PLAN - INVENTORY RECONCILIATION OPERATOR RESPONSIBILITIIES If the monthly inventory reconciliation exceeds the allowable variation the OPERATOR shall: A. Verbally notify ARCO Maintenance IMMEDIATELY of a suspected unauthorized release upon completion of ANY inventory reconciliation which exceeds the allowable variation. Notification to ARCO must be in sufficient time to allow ARCO to report the suspected unauthorized release to the local implementing agency within 24 hours of the inventory reconciliation which indicated the allowable variation was exceeded. B. Within 24 hours of discovering a variation which exceeds the allowable variation, review the inventory records for the preceding 30 days and determine if a calculation error exists that caused the apparent excessive variation. C. Continue to conduct inventory reconciliation. If a second 30-day period of data confirms the initial results, notify ARCO Maintenance IMMEDIATELY and record in the monitoring record the action taken. NOTE: If prior to month-end daily inventory reconciliations indicate a suspected release, report it immediately to ARCO Maintenance Do not wait until the end of the month to rwrt, ARCO RESPONSIBILITIES A. Upon notification by the Operator of a suspected unauthorized release, verbally notify the local implementing agency within 24 hours of discovery by the operator of any inventory reconciliation which exceeds the allowable variation. B. Within 24 hours of the notification by the Operator of a suspected unauthorized release, have all readily accessible facilities carefully inspected for leakage by appropriately trained persons and by following procedures in ARCO Products Company Procedure G.01. C. Have all dispenser meters associated with hazardous substance withdrawal checked for calibration within 24 hours of the inspection in item B.
