1
' WORK PLAN FOR
INITIAL SUBSURFACE INVESTIGATION OF
PETROLEUM HYDROCARBONS
SITE NO's. 2 and 3 (SITE CODE 1282-124)
PORT OF STOCKTON
Site 2 - Near Port Roads G and 13
Site 3 - Near Port Roads G and 14
Stockton, San Joaquin County, California
1.0 INTRODUCTION
This work plan has been prepared by Boyajian & Ross, Inc. (B&R) at the request of Mr. Jay
' Jahangin, Director of Environmental and Regulatory Affairs of the Port of Stockton (Port)
The Port removed a total of three underground storage tanks (USTs) from Sites 2 (1 tank
removed) and 3 (2 tanks removed) (Figure 1). Analyses of soil samples collected from
beneath these tanks indicated detectable levels of petroleum hydrocarbon compounds (PHCs)
Based on these findings, a "Notice of Responsibility" was issued to the Port by San Joaquin
County Public Health Service, Environmental Health Division (PHS/EHD) on January 26,
1998. The letter accompanying the Notice requested a work plan to investigate the lateral and
vertical extent of contamination at these two sites This work plan is in response to that
' request.
' 2.0 SITE BACKGROUND
' This section presents descriptions of each of the two saes, summarizes previous
characterization work, and briefly summarizes the geologic and hydrologic characteristics of
the area. Copies of pertinent background documents, such as the "Notice of Responsibility,"
' "Application for Permit to Close," PHS/EHD "Tank Inspection Report," the tank removal
contractor's notes, and the analytical laboratory results for both sites are included in Appendix
1 A.
' l 4$1171S23UST N WPN
1E9k BOYARAN & ROSS, INC
' Environmental SlIenliStS & engineers
